HPCL, Assam Rifles and Antogattva Foundation Sign MoU to Launch Project Bright Horizon in Northeast

New Delhi: Hindustan Petroleum Corporation Limited (HPCL), Assam Rifles and Antogattva Foundation (AGF) have signed a tripartite Memorandum of Understanding (MoU) to launch Project Bright Horizon, an initiative aimed at supporting remote border communities across Northeast India.

The MoU was signed in New Delhi on August 6, 2026. The project will focus on improving access to energy while creating better opportunities for education, household safety, cleaner indoor environments and local skill development.

Project Bright Horizon to Directly Impact 1,500 Lives

Project Bright Horizon is expected to create a direct and indirect impact across remote frontier communities in Northeast India.

The initiative is expected to benefit:

  • 1,500 people directly
  • 2,500 people indirectly

The project aims to improve everyday living conditions and create new opportunities for communities living in remote border areas.

Focus on Education, Safety and Cleaner Environments

The initiative will go beyond providing access to power and focus on areas that can improve the overall quality of life for local communities.

  • Household safety: Helping create safer living conditions for families.
  • Indoor air quality: Promoting cleaner and healthier indoor environments.
  • Local skill development: Creating opportunities for communities to develop skills and become more self-reliant.

By combining energy access with education, safety and skilling, the project aims to support sustainable development in remote areas.

HPCL, Assam Rifles and AGF Join Hands

Project Bright Horizon brings together the different strengths and capabilities of the three organisations.

HPCL will contribute its resources, while Assam Rifles will leverage its ground presence and reach in remote border areas. Antogattva Foundation will bring its community-focused approach to help implement the initiative on the ground.

The collaboration is designed to ensure that the benefits of the project reach communities in frontier areas that often face challenges related to connectivity and access to essential facilities.

Project Aims to Build Self-Reliant Border Communities

Project Bright Horizon seeks to create lasting opportunities for people living in Northeast border communities rather than focusing only on immediate energy requirements.

The initiative aims to promote:

  • Greater self-reliance among local communities.
  • Better connectivity and access to opportunities.
  • Improved learning environments.
  • Safer households.
  • Cleaner indoor surroundings.
  • Development of local skills.

The organisations believe that combining these areas can help create a more connected and self-reliant future for frontier populations.

Project Bright Horizon Set in Motion

With the signing of the tripartite MoU in New Delhi on August 6, 2026, HPCL, Assam Rifles and AGF have formally set Project Bright Horizon in motion.

The initiative is expected to directly touch 1,500 lives while benefiting another 2,500 people indirectly across remote communities.

The project highlights a broader approach to development where energy access is combined with education, safety and skill development to create meaningful and lasting benefits for people living in the Northeast’s border regions.
