Chandigarh: Harpreet Singh Sudan (IAS:2013:PB) has formally joined the Municipal Corporation (MC), Chandigarh, as the Special Municipal Commissioner. The 2013-batch Punjab cadre officer has been appointed on an inter-cadre deputation for a period of three years, or until further orders, following approval by the Union Ministry of Home Affairs (MHA).
Mr Sudan assumed charge on Friday, replacing Pradeep Kumar, who is being relieved from the post.
Role Yet to Be Finalised
While the Chandigarh Municipal Corporation is yet to formally assign his responsibilities, officials indicated that Sudan is expected to play a key role in strengthening the civic body’s administrative coordination.
According to sources, he may either be entrusted with specific departments or function as a coordinating authority between the three Joint Municipal Commissioners and the Municipal Commissioner.
Expected to Improve Administrative Coordination
The post of Special Municipal Commissioner has primarily served as a coordination position within the Municipal Corporation.
Outgoing officer Pradeep Kumar did not oversee any specific department. Instead, he coordinated among the Joint Municipal Commissioners and the Municipal Commissioner, with most official files routed through him before reaching the civic chief.
Officials said Sudan’s appointment is expected to further streamline inter-departmental coordination, improve administrative efficiency and facilitate smoother decision-making across various wings of the Municipal Corporation.
Three-Year Inter-Cadre Deputation
Harpreet Singh Sudan has joined the Chandigarh Administration on an inter-cadre deputation from the Punjab cadre. His appointment was approved by the Ministry of Home Affairs (MHA) from a panel of Punjab cadre IAS officers.
The deputation has been approved for three years, or for such period as may be decided by the Ministry.
With his appointment, the Chandigarh Municipal Corporation is expected to strengthen its administrative functioning through improved coordination among senior officers and departments.
About Him
Mr Sudan is a 2013-batch Indian Administrative Service (IAS) officer from the Punjab cadre, currently serving as the Secretary in the Chandigarh Administration following a three-year inter-cadre deputation to the AGMUT cadre approved in June 2026. Born on May 16, 1986, in Chandigarh, he holds an LL.B. (Hons.) and an M.Phil. in International Law, and was pursuing a Ph.D. at Jawaharlal Nehru University (JNU) when he secured All India Rank 22 in the 2012 UPSC Civil Services Exam.
Over his distinguished career, he has held several key administrative positions in Punjab, including serving as the Deputy Commissioner (DC) of Amritsar and Sri Muktsar Sahib, the Director of Sports and Youth Services, and the Director General of Employment Generation and Training. Renowned for his focus on public transparency, infrastructure upgrading, and youth skill development, he now simultaneously manages responsibilities as the Special Municipal Commissioner for the Chandigarh Municipal Corporation.
