Hyderabad: The Andhra Pradesh government is reportedly considering action against 2019-batch IAS officer Vikas Marmat after he was booked in connection with an alleged altercation with police personnel at a pub in Bengaluru.

Marmat, a 30-year-old Andhra Pradesh cadre IAS officer, is currently serving as Project Director of the Kuppam Area Development Authority (KADA) in Chief Minister N. Chandrababu Naidu’s home constituency of Kuppam.

According to media reports, the officer and three others were booked following an alleged confrontation with police during a late-night verification drive at a nightclub on Residency Road in Bengaluru.

The incident has also sparked a political controversy in Andhra Pradesh, with the opposition YSR Congress Party (YSRCP) accusing the Telugu Desam Party (TDP)-led National Democratic Alliance government of attempting to shield the officer.

Chief Minister Chandrababu Naidu has reportedly sought a detailed report from Chief Secretary G. Sai Prasad regarding the incident.

What Happened at the Bengaluru Pub?

According to reports, Bengaluru Police were conducting a late-night verification drive at a nightclub on Residency Road to check customers’ credentials and prevent alcohol from being served to underage individuals.

During the verification process, an argument allegedly broke out between police personnel and a group that included IAS officer Vikas Marmat.

Police allegations suggest that Marmat and two of his friends argued with officers, verbally abused them and obstructed them while they were carrying out their duties. Reports also allege that police personnel were attacked during the confrontation.

Following the incident, an FIR was registered at Cubbon Park police station in Bengaluru.

Four individuals were reportedly booked in connection with the incident:

  • Vikas Marmat – 2019-batch IAS officer of the Andhra Pradesh cadre.
  • Abhay Uday Singh – A real estate businessman residing in Akshaynagar on Bannerghatta Road, Bengaluru.
  • Nitish – A Bihar native who runs a competitive examination coaching centre.
  • Roshan – A bouncer at the establishment.

The allegations remain subject to police investigation. Registration of an FIR does not establish guilt.

Chandrababu Naidu Seeks Report from Chief Secretary

The controversy has reportedly prompted Chief Minister N. Chandrababu Naidu to seek a detailed report from Andhra Pradesh Chief Secretary G. Sai Prasad.

According to The Indian Express, the Chief Minister is concerned that the incident has brought unwarranted attention to the state’s bureaucracy.

The government is understood to be examining the circumstances surrounding the case before deciding whether any administrative or disciplinary action is warranted.

No final decision on disciplinary action has been confirmed in the information available.

YSRCP Targets TDP Government Over Allegations

The incident has become a political issue, with the opposition YSR Congress Party questioning the state government’s handling of the matter.

YSRCP spokesperson Bhumana Karunakar Reddy accused the Chandrababu Naidu government of protecting bureaucrats accused of violating the law.

The opposition alleged that such protection could encourage officials to engage in inappropriate conduct even outside Andhra Pradesh.

The controversy has placed the government’s response to the allegations under scrutiny.

However, the political accusations remain allegations, and there is no established finding that the state government interfered with the Bengaluru Police investigation.

Who Is IAS Vikas Marmat? IIT Kanpur Graduate and 2019-Batch Officer

Mr Marmat is a 2019-batch Indian Administrative Service officer belonging to the Andhra Pradesh cadre. Originally from Rajasthan, he is an engineering graduate from the Indian Institute of Technology (IIT) Kanpur.

Before joining the Kuppam Area Development Authority, Marmat held several administrative assignments involving district administration, municipal governance and development programmes.

He began his administrative career as a trainee Assistant Collector in YSR Kadapa district and subsequently served as Sub-Collector in Srikakulam district.

He also worked as Joint Director in the Directorate of Village and Ward Secretariats, an important component of Andhra Pradesh’s local governance and public service delivery system.

In April 2023, Marmat took charge as Municipal Commissioner of Nellore Municipal Corporation, where his responsibilities involved urban administration and civic services.

He was posted to KADA in July 2024, placing him in charge of development initiatives in Kuppam, the Assembly constituency represented by Chief Minister Chandrababu Naidu.

Development Initiatives & Award

During his tenure at the Kuppam Area Development Authority, Marmat has been associated with several initiatives involving housing, rural development, solid waste management and improvements to civic infrastructure.

These projects included road widening, drainage improvements and efforts to strengthen basic facilities in the Kuppam region.

In September 2026, Marmat, along with KADA Project Consultant Hari Shankar from IIT Kanpur and Dr Suresh Babu of the Palamaneru-Kuppam-Madanapalli Urban Development Authority (PKM-UDA), received a SKOCH Award for KADA’s initiatives under the Zero Poverty – P4 Approach.

The P4 model stands for Public-Private People Partnership and focuses on collaborative approaches to development and poverty reduction.

Beyond his administrative responsibilities, Marmat describes himself on social media as a pianist, author, poet and swimmer.

Police Investigation and Possible Administrative Action

The case has drawn attention because it involves a serving IAS officer holding an important administrative assignment in the Chief Minister’s constituency.

Bengaluru Police have registered an FIR concerning the alleged incident, while the Andhra Pradesh government is examining the matter separately from an administrative perspective.

According to police reporting, the complaint was filed by Inspector Arun Salunke of the Central Crime Branch’s Special Enquiry Wing. The allegations include criminal intimidation and obstructing or using force against public servants performing official duties.

The next developments will depend on the police investigation and the Andhra Pradesh government’s assessment of the reported incident.

As of October 14, 2026, the available reports indicate that the government is considering action, but do not establish that a disciplinary penalty has been imposed.
