India to Set Up First Telecom Manufacturing Zone in Gwalior; DoT, MP Government to Sign MoU

The Department of Telecommunications and the Madhya Pradesh government will sign an MoU on July 30 to establish India’s first Telecom Manufacturing Zone at Gwalior, aimed at boosting indigenous telecom manufacturing, innovation, investments and employment.

New Delhi: In a landmark initiative to strengthen India’s telecom manufacturing ecosystem and accelerate the vision of Aatmanirbhar Bharat, the Department of Telecommunications (DoT) and the Government of Madhya Pradesh will sign a Memorandum of Understanding (MoU) on July 30, 2026, for establishing India’s first Telecom Manufacturing Zone (TMZ) at Gwalior.

The MoU will formalise the Centre-State partnership for developing Telecom Manufacturing Zone (TMZ) Phase-I, which is expected to emerge as a major hub for telecom equipment manufacturing, innovation and next-generation communication technologies.

Scindia, Mohan Yadav to Attend MoU Signing

The MoU signing ceremony will be held at Vigyan Bhawan, New Delhi, in the presence of:

  • Jyotiraditya M. Scindia, Union Minister for Communications and Development of North Eastern Region
  • Dr. Mohan Yadav, Chief Minister of Madhya Pradesh
  • Dr. Chandra Sekhar Pemmasani, Minister of State for Communications and Rural Development

Senior officials from the Government of India, the Government of Madhya Pradesh and the telecom industry will also participate in the event.

India’s First Telecom Manufacturing Zone

The proposed Telecom Manufacturing Zone at Gwalior will be the first such dedicated telecom manufacturing cluster in the country, designed to create a world-class ecosystem for manufacturing telecom equipment and allied technologies.

The project aims to:

  • Promote indigenous design and manufacturing
  • Attract domestic and global investments
  • Encourage innovation and research
  • Accelerate development of next-generation telecom products
  • Strengthen India’s telecom supply chain

The initiative aligns with the Government of India’s broader strategy of enhancing self-reliance in critical technology sectors.

Boost to Manufacturing, MSMEs and Start-ups

According to the Department of Telecommunications, the Telecom Manufacturing Zone will serve as a growth engine for:

  • Telecom equipment manufacturers
  • Technology companies
  • MSMEs
  • Start-ups
  • Component suppliers
  • Research and innovation institutions

By creating an integrated manufacturing ecosystem, the project is expected to enhance collaboration across the telecom value chain while improving India’s competitiveness in global telecom manufacturing.

Employment and Regional Industrial Growth

The establishment of the Telecom Manufacturing Zone is also expected to generate significant employment opportunities in Madhya Pradesh.

Besides creating direct and indirect jobs, the project is expected to:

  • Strengthen regional industrial development
  • Build resilient telecom supply chains
  • Encourage technology-driven investments
  • Position Gwalior as an emerging electronics and telecom manufacturing hub

The initiative is likely to provide a major boost to the state’s industrial ecosystem while supporting India’s ambition of becoming a global manufacturing destination.

Strengthening Centre-State Partnership

The MoU between the Department of Telecommunications and the Government of Madhya Pradesh will establish the framework for cooperation in implementing the Telecom Manufacturing Zone Phase-I project.

Officials said the initiative reflects the Centre and State governments’ shared commitment to promoting advanced manufacturing, technological innovation and sustainable industrial development.

With the launch of India’s first Telecom Manufacturing Zone, Gwalior is poised to become a key centre for telecom manufacturing, contributing significantly to the country’s digital infrastructure and technology ambitions.
