New Delhi: Indian Oil Corporation Limited (IndianOil) has entered into a landmark five-year agreement with the State Trading Corporation of Mauritius to meet the island nation’s requirements for key petroleum products, strengthening energy security and ensuring continuity of supplies.
The agreement covers the supply of petrol, diesel, Marine Gas Oil (MGO) and Aviation Turbine Fuel (ATF). The arrangement is part of a broader India-Mauritius energy partnership aimed at providing greater predictability in energy supplies amid volatility in global markets.
Five-Year Agreement to Strengthen Mauritius’ Energy Security
Petroleum and Natural Gas Minister Hardeep Singh Puri highlighted the agreement during his interaction with Mauritius Prime Minister Dr Navinchandra Ramgoolam.
Puri said the five-year agreement between IndianOil and Mauritius’ State Trading Corporation will meet Mauritius’ requirements for petroleum products while strengthening the country’s energy security and continuity of supplies.
The agreement is also expected to support Mauritius’ mobility, connectivity and economic growth.

Agreement Covers Key Petroleum Products
The commercial supply agreement covers several essential fuels required by Mauritius, including:
- Petrol
- Diesel
- Marine Gas Oil (MGO)
- Aviation Turbine Fuel (ATF)
MGO is particularly important for an island economy that depends heavily on maritime connectivity, while ATF supports the aviation sector and international connectivity.
IndianOil and the Ministry have not disclosed the contracted volumes, pricing mechanism or financial value of the agreement.
Broader India-Mauritius Energy Cooperation
The five-year petroleum products agreement forms part of a wider Government-to-Government (G2G) framework for cooperation across the energy sector.
The broader arrangement covers areas including:
- Petroleum and natural gas
- Biofuels
- Sustainability
- Emerging energy technologies
- Energy security
IndianOil said the framework is intended to strengthen collaboration across the energy value chain and provide greater predictability in an increasingly volatile global energy environment.
IndianOil Mauritius Expands Bunkering Infrastructure
India’s energy partnership with Mauritius extends beyond petroleum product supplies.
IndianOil (Mauritius) Limited is expanding its presence in the country, including a USD 25 million investment to develop additional bunker-fuel storage facilities at Mer Rouge.
The investment is expected to strengthen Mauritius’ position as a bunkering hub in the western Indian Ocean, supporting the maritime sector and regional connectivity.
450 MW LNG-Based Power Project Underway
India and Mauritius are also advancing cooperation on a proposed 450 MW LNG-based Combined Cycle Gas Turbine (CCGT) power project.
The initiative is part of broader efforts to strengthen Mauritius’ energy infrastructure and support reliable power generation.
India is also supporting Mauritius’ transition towards biofuels through the Global Biofuels Alliance, adding another dimension to bilateral energy cooperation.
IndianOil’s 25-Year Presence in Mauritius
IndianOil has maintained a presence in Mauritius for around 25 years through its subsidiary, Indian Oil (Mauritius) Limited, which began serving the Mauritian market in 2001.
The latest agreement builds on this long-standing commercial relationship and moves the partnership towards a more structured framework for country-to-country energy cooperation.
IndianOil described the arrangement as an important step in strengthening the long-term India-Mauritius energy partnership.
Agreement Comes Amid Global Energy Market Volatility
The agreement has been signed against the backdrop of continued volatility in global energy markets.
For Mauritius, long-term supply arrangements can provide greater certainty in the availability of essential petroleum products and support price stability. The partnership also reflects India’s efforts to strengthen energy cooperation with key partners while supporting affordable, reliable and sustainable energy access.
India Reaffirms Commitment to Mauritius
Puri said India’s commitment to Mauritius extends beyond assured energy supplies and encompasses wider cooperation across petroleum, gas, LNG, biofuels and other emerging energy areas.
The minister emphasised the longstanding relationship between India and Mauritius, describing it as a partnership rooted in shared history, culture and heritage and strengthened by people-to-people ties.The latest energy initiatives are expected to further deepen bilateral cooperation and support shared economic and energy-security objectives.
