His remarkable achievement has brought pride to both Madhya Pradesh and Uttar Pradesh, as he was born in Lucknow and raised in Bhopal.

Early Life and Family Background

Ishan Bhatnagar was born in 2001 in Lucknow, Uttar Pradesh, and later grew up in Bhopal, Madhya Pradesh, where he completed his schooling. He comes from an academically oriented family that played a crucial role in shaping his ambitions.

His father, Amitabh Bhatnagar, served as Principal Advisor at the Good Governance Institute, while his mother, Vinita Bhatnagar, is a professor. Growing up in such an environment helped him develop strong academic discipline and a deep understanding of governance and public administration.

Ishan completed his Class 10 and Class 12 from Delhi Public School, Bhopal, where he consistently performed well academically.

After finishing school, he pursued B.A. LL.B. (Hons.) from National Law University (NLU), Delhi. During his law studies, he developed expertise in subjects such as:

• Constitutional Law

• Administrative Law

• Arbitration Law

• Sociology

During his time at NLU Delhi, he also participated in the ADR International Arbitration Competition held in Italy, gaining international exposure and strengthening his analytical skills.

UPSC Journey and Attempts

Ishan Bhatnagar’s UPSC journey demonstrates persistence and steady improvement.

• First Attempt (2023): Secured AIR 276 in the UPSC Civil Services Examination.

• After this success, he joined the Indian Revenue Service (IRS) and began training as an Assistant Commissioner of Income Tax.

• Later Attempt (2025): He improved his performance significantly and secured AIR 5 in the UPSC CSE 2025.
