Deoghar: School Development Plans (SDPs) will be prepared for 9,060 government schools across six districts of Jharkhand’s Santhal Pargana division for the financial year 2027-28 and the following two years. The planning exercise will begin on October 1, 2026, under the Samagra Shiksha Abhiyan.
The Jharkhand Education Project Council (JEPC) has issued directions to all District Education Officers and district-level officials regarding the preparation of the three-year School Development Plans.
The plans will be prepared by the School Management Committees (SMCs) and will focus on the needs of individual schools, basic infrastructure, maintenance and development-related requirements.
School Development Plans to Cover Three Years
The SDPs will cover the period beginning from financial year 2027-28 and will be prepared for the next three years.
The plans will identify and prioritise works based on the requirements of individual schools, including:
- Basic infrastructure and essential facilities
- Repair and maintenance requirements
- School development works
- Improvement of existing facilities
- Other needs identified at the school level
The School Development Plans will also be incorporated into the Gram Panchayat Development Plan (GPDP), allowing school-level requirements to be considered as part of broader local development planning.
9,060 Schools Across Six Santhal Pargana Districts
According to the departmental details, a total of 9,060 schools covered under Samagra Shiksha and PM SHRI will be included in the planning exercise.
The district-wise number of schools is:
- Dumka: 2,301 schools
- Deoghar: 1,975 schools
- Godda: 1,519 schools
- Sahibganj: 1,265 schools
- Jamtara: 1,030 schools
- Pakur: 970 schools
Among the six districts, Dumka has the highest number of schools covered under the School Development Plan exercise.
SDP Preparation to Begin From October 1
The preparation and consolidation of the School Development Plans will take place in multiple stages from October 1 to October 31, 2026.
The schedule is as follows:
- October 1-10: School-level preparation of the development plans
- October 11-17: Consolidation at the cluster level
- October 21-26: Consolidation at the block level
- October 27-31: Final consolidation at the district level
This multi-level process will allow school-level requirements to be compiled and consolidated progressively at cluster, block and district levels.
School Management Committees to Prepare Plans
The School Management Committees (SMCs) will be responsible for preparing the School Development Plans at the school level.
The planning process is intended to identify the requirements of individual schools and include them in the development plan according to priority.
The plans will cover not only new development requirements but also maintenance and repair of existing school infrastructure.
₹20 Provision for Printing SDP Forms
As per the departmental communication, ₹20 per school has been earmarked from the SMC training fund for printing the forms required for preparing the School Development Plans.
In addition, funds available under the 14th and 15th Finance Commissions can be used for eligible works related to the maintenance and repair of school infrastructure through the School Development Plans.
This provision will allow identified infrastructure-related works to be taken up on a priority basis through the SDP process.
About the School Development Plan
The School Development Plan is intended to provide a structured framework for identifying a school’s infrastructure, maintenance and development requirements. Under the Santhal Pargana exercise, the plans will be prepared for a three-year period and subsequently consolidated at different administrative levels.
The initiative will cover 9,060 government schools across Dumka, Deoghar, Godda, Sahibganj, Jamtara and Pakur, with the planning process scheduled to begin on October 1, 2026.
