Jharkhand to Turn Closed Coal Mines into New Economic Assets

Jharkhand has selected Giridih and Karma OCP as pilot sites for scientifically planned mine closure and sustainable repurposing, with a focus on renewable energy, agriculture, tourism and local livelihoods.

Ranchi: Jharkhand has taken a major step towards the scientific rehabilitation and sustainable repurposing of closed coal mines, with Giridih Open Cast Project (OCP) and Karma OCP in Ramgarh district selected as pilot projects.

A decision to recommend both mines to the Government of India was taken at a high-level meeting in Ranchi. The initiative is being undertaken under the Technical Cooperation on To-be-Closed Coal Mines (TCCM) project, with technical support from the Union Ministry of Coal and Germany’s development agency GIZ.

Senior officials from the state Mines and Geology Department, GIZ, Coal Controller Organisation, Central Coalfields Limited (CCL) and Central Mine Planning and Design Institute (CMPDI) participated in the meeting.

From Mine Closure to Sustainable Repurposing

Under the TCCM project, a detailed Final Mine Closure and Repurposing Plan will be prepared for the two selected mines.

The study will scientifically assess the land, water resources, infrastructure and local economic opportunities available after mining activities end. The objective is to ensure that mine closure does not simply mark the end of coal extraction but creates safe, socially inclusive and economically productive assets.

The model, developed with international technical expertise, is expected to provide a benchmark for the sustainable redevelopment of other coal mines that are scheduled to close across the country.

Renewable Energy, Agriculture and Tourism in Focus

The repurposing of closed mine areas could create new economic activities while supporting environmental restoration and local livelihoods.

Potential uses include:

  • Solar and other renewable energy projects
  • Eco-farming, agriculture and horticulture
  • Fisheries and water tourism using mine voids
  • Vocational and skill-development centres for local youth
  • Such activities could help mining-dependent communities diversify their sources of income after the closure of mines.
  • Eight Villages Around Karma OCP Identified

The Karma OCP pilot will give particular attention to eight villages located within a five-kilometre radius of the mine: Sugia, Marar, Bongabar, Karma, Kaitha, Kander, Lodhma and Painki.

The socio-economic conditions of vulnerable sections of these communities are being assessed, along with their employment and livelihood opportunities.

To strengthen coordination at the local level, a Mine Closure Advisory Committee has also been constituted.

TCCM Project to Continue Until 2030

The state government said keeping mining regions productive even after mineral reserves are exhausted is essential for sustainable post-mining development.

The TCCM project will continue until March 2030. Experiences and lessons from the pilot projects in Jharkhand will subsequently help shape approaches for other coal mines across India.

The initiative could therefore provide a long-term framework for turning former mining sites into productive spaces while supporting environmental recovery, new livelihoods and local economic development.
