Lucknow: Uttar Pradesh is seeking to accelerate investment in infrastructure and high-technology industries while keeping its finances within prescribed fiscal limits, Finance Minister Suresh Kumar Khanna has said.
The approach comes as the state seeks to strengthen its position as an industrial and investment destination while maintaining a controlled borrowing profile. The Uttar Pradesh Budget for 2026–27 targets a fiscal deficit of 3% of GSDP and a revenue surplus of ₹64,458 crore.
Infrastructure and Technology Remain Key Investment Areas
The state’s investment strategy includes higher spending on capital-intensive projects as well as emerging technology sectors.
According to the 2026–27 budget, Uttar Pradesh has earmarked around ₹1.78 lakh crore for capital expenditure, accounting for about 19.5% of the total budget outlay. The allocation is intended to support asset creation and infrastructure-led economic growth.
Key areas of the state’s investment and growth strategy include:
- Infrastructure and connectivity projects
- New and emerging technologies
- Artificial Intelligence
- Data-centre clusters
- Digital entrepreneurship
- Industrial and MSME development
- Skill development and employment generation
The state has also announced missions for new and emerging technologies and AI, alongside plans for data-centre clusters and digital entrepreneurship.
Fiscal Deficit Kept Within Prescribed Limit
Khanna has stressed that the investment-led growth strategy will be pursued alongside fiscal discipline.
The 2026–27 budget places the fiscal deficit at ₹1.18 lakh crore, or 3% of GSDP, while the revenue surplus is estimated at ₹64,458 crore, equivalent to 1.6% of GSDP.
The 16th Finance Commission has recommended that states keep their annual fiscal deficit at 3% of GSDP during 2026–31 while working towards reducing their debt burden.
The state’s fiscal framework is also governed by the Uttar Pradesh Fiscal Responsibility and Budget Management Act, which sets targets for managing debt, revenue balance and fiscal deficit.
Rising Tax Collections Provide Fiscal Support
Improving tax collections are providing additional room for the state’s development spending.
Uttar Pradesh recorded a 13.5% increase in domestic GST revenue during the first five months through August 2026, according to data reported alongside the Finance Minister’s remarks. The state ranked fifth nationally in tax collection during the period.
The latest August GST data also showed Uttar Pradesh’s SGST and the state’s share of settled IGST components registering strong year-on-year growth, supporting the broader trend of improved revenue mobilisation.
Investment Ambitions Expand Beyond Traditional Industries
The state is increasingly looking towards technology-intensive sectors as part of its broader industrial strategy.
The 2026–27 budget identifies emerging technologies, AI, MSMEs, industrial zones and skill development among its priority areas. The government has also set a target of transforming Uttar Pradesh into a USD 1 trillion economy by 2029.
The combination of higher capital spending, improved revenue mobilisation and a focus on emerging industries is intended to allow Uttar Pradesh to pursue investment-led growth without moving beyond its fiscal limits.
