Ranchi: Jharkhand Chief Minister Hemant Soren has emphasized transforming the state into a research and innovation hub by promoting technology, new ideas, and knowledge-based development. Addressing the concluding session of the National Stakeholders Consultation, the Chief Minister said Jharkhand must move beyond its traditional identity as a mineral-rich state and build a future based on intellectual strength, research, and innovation.
The event brought together representatives from industry, technology sectors, investors, tourism partners, and policymakers to discuss a long-term development roadmap for Jharkhand.
Jharkhand Signs 14 MoUs Worth Nearly ₹99,639 Crore
During the consultation, the Jharkhand Government signed 14 important Memorandums of Understanding (MoUs) with major industrial groups and global organizations to promote investment, digital governance, artificial intelligence, and technological advancement.
The Chief Minister described these agreements as more than just formal partnerships, saying they represent new opportunities for the state’s economic growth and future development.
The total investment value of the announced MoUs is approximately ₹99,639 crore.

Major Companies Commit Investments in Jharkhand
Several leading companies have committed significant investments through these agreements. The key MoUs include:
- Jindal Steel Limited – ₹40,000 crore
- Jindal Nuclear Power Limited – ₹30,000 crore
- Rungta Sons Private Limited – ₹10,000 crore
- Tata Steel Limited (HISARNA Technology) – ₹7,000 crore
- Amalgam Steel & Power Limited – ₹4,980 crore
- Rungta Mines Limited – ₹3,000 crore
- Tata Steel (Tin Plate Expansion) – ₹2,600 crore
- Ambuja Cement Limited – ₹1,000 crore
- Jindal Renewable Private Limited – ₹650 crore
- Varun Beverages – ₹409 crore

CM Hemant Soren Calls for Research-Based Development Model
Chief Minister Hemant Soren said Jharkhand has historically been recognized for its rich mineral resources, but the time has come to develop the state through knowledge, innovation, and technology-driven growth.
He stated that the government’s priority is to create an ecosystem where research institutions, innovators, and technology companies can contribute to the state’s development.
The Chief Minister highlighted that long-term planning and modern technological solutions will help Jharkhand achieve sustainable progress.
Focus on Digital Governance and Artificial Intelligence
The state government is working to strengthen digital governance and promote emerging technologies such as Artificial Intelligence (AI).
During the event, discussions were also held on draft policies of various departments aimed at improving governance, investment opportunities, and technology adoption.
The government aims to create a supportive environment for innovation-driven industries and startups.
Government Focuses on Long-Term Partnerships and Timely Execution
CM Hemant Soren said the state government is focusing on long-term partnerships instead of short-term projects to ensure sustainable development.
He directed officials to ensure that all projects under the signed agreements are implemented within defined timelines.
According to the Chief Minister, effective execution of these initiatives will be crucial in converting investment commitments into employment opportunities and economic growth.
Special Focus on Empowering Tribal Communities
The Chief Minister highlighted the importance of including tribal communities in the state’s development journey.
Referring to provisions under JIADA (Jharkhand Industrial Area Development Authority) rules that provide a 25% concession for tribal groups, he instructed officials to examine the possibility of increasing this benefit to 50%.
He said connecting tribal communities with mainstream economic development remains a key priority of the government.
Jharkhand Aims to Improve Communication with Investors
CM Hemant Soren acknowledged that a lack of effective communication in the past prevented Jharkhand’s capabilities from gaining wider recognition.
He said the government will now maintain continuous engagement with investors, industries, and stakeholders from India and abroad to showcase the state’s potential.
The Chief Minister invited investors, experts, and institutions to become partners in Jharkhand’s growth journey.
