J&K Govt Assigns 4 Administrative Secretaries as Nodal Officers for 6th Chief Secretaries Conference 

Officers assigned key themes including Viksit Bharat 2047, mining, technology in governance and faster execution of linear infrastructure projects for the December 2026 conference.

Srinagar: The Jammu and Kashmir Government has nominated four Administrative Secretaries as nodal officers for key themes to be discussed at the 6th National Conference of Chief Secretaries, scheduled to be held in December 2026.

The nominations were approved through Government Order No. 1496-JK(GAD) of 2026, issued by the General Administration Department (GAD) on September 8, 2026. The officers will coordinate inputs on themes related to Viksit Bharat 2047, mining, technology in governance and infrastructure development.

Four Administrative Secretaries Assigned Key Themes

According to the government order, four Administrative Secretaries have been assigned specific themes for the upcoming conference.

The responsibilities include:

  • Planning, Development and Monitoring Department: The Administrative Secretary has been designated as nodal officer for the theme concerning five specific priority objectives for each State towards achieving Viksit Bharat by 2047.
  • Mining Department: The Administrative Secretary will coordinate the theme of development of the mining sector towards economic development and improved State finances.
  • Information Technology Department: The Administrative Secretary has been nominated as nodal officer for Technology in Governance.
  • Public Works (R&B) Department: The Administrative Secretary will coordinate Good Practices/New Ideas for Expediting Linear Infrastructure Projects.

Focus on Viksit Bharat 2047 and Governance Reforms

The assigned themes reflect key areas of governance and development being considered for the 6th National Conference of Chief Secretaries. The focus on Viksit Bharat 2047 is aimed at identifying priority objectives and development strategies that can contribute to India’s long-term growth and transformation.

The technology-focused theme will examine the role of digital and technology-driven solutions in improving governance and public service delivery.

Mining Sector to Be Linked with Economic Development

The Mining Department has been assigned the theme of developing the mining sector as a means of supporting economic development and strengthening State finances. The discussions are expected to examine ways in which the mining sector can contribute to economic growth while improving the financial position of states.

Technology and Infrastructure Also on Conference Agenda

The Information Technology Department will coordinate inputs on technology in governance, highlighting the increasing role of technology in improving administrative processes and public services.

Meanwhile, the Public Works (R&B) Department will focus on expediting linear infrastructure projects. The theme will cover good practices and new ideas aimed at reducing delays and improving the implementation of major infrastructure projects.

Departments Asked to Coordinate for Timely Inputs

The government order directs the concerned departments to coordinate with the Planning, Development and Monitoring Department and ensure the timely collection, compilation and finalisation of the required inputs for the conference. This coordination is expected to facilitate the preparation of comprehensive inputs from Jammu and Kashmir on the themes assigned to the respective departments.

6th National Conference of Chief Secretaries to Be Held in December 2026

The 6th National Conference of Chief Secretaries, scheduled for December 2026, is expected to deliberate on important governance and development priorities.

Key areas likely to receive attention include:

  • Mining sector development
  • Technology-driven governance
  • Infrastructure project implementation
  • Reform-oriented initiatives
  • State-level development priorities
  • Objectives linked to Viksit Bharat 2047

Copies of Government Order Sent to Senior Officials

The government has also forwarded copies of the order to senior officials, including the Financial Commissioner (Additional Chief Secretary), Mining Department; Financial Commissioner (Additional Chief Secretary), Public Works (R&B) Department; Commissioner/Secretary, Information Technology Department; and Commissioner/Secretary, Planning, Development and Monitoring Department, along with other concerned authorities.

The order was issued by M. Raju, IAS, Commissioner/Secretary to the Government, General Administration Department, on behalf of the Government of Jammu and Kashmir.
