Madras: ECI use of children in election campaigns is under review as the Election Commission of India (ECI) has informed the Madras High Court that it is examining its existing framework to strengthen restrictions on involving children in political campaigns. The move comes after a public interest petition raised concerns that minors were allegedly used during the 2026 Tamil Nadu Assembly elections.
Why the Case Reached the Madras High Court
The case began after a Public Interest Litigation (PIL) alleged that some political parties used children in campaign-related activities to influence voters, especially parents, during the 2026 Tamil Nadu Assembly elections.

The petitioner also sought action over alleged election-related bribery and requested the court to ensure free and fair elections through proper investigation.
What the Election Commission Told the Court
The Election Commission informed the Madras High Court that it is reviewing whether additional guidelines are needed to further prevent the use of children in election campaigns.
The Commission stated that its existing instructions already discourage political parties and candidates from involving children in election-related activities. However, it is examining whether stronger rules or clearer guidelines should be introduced.

The ECI pointed out that it had already issued instructions in February 2024 prohibiting political parties and candidates from using children for election campaigning.
According to the Commission, protecting children from political exploitation remains an important part of ensuring ethical and fair elections.

During earlier hearings, the Madras High Court observed that using children in election campaigns is not appropriate. The court sought responses from the Election Commission and political parties named in the petition.
The matter is still under consideration, and the court will examine whether any further directions are required after reviewing the ECI’s submissions.
ECI Review Use of Children in Election Campaigns: ECI on Election Monitoring
Apart from the issue of children in campaigns, the Election Commission informed the court that it continues to monitor violations of election laws through flying squads, surveillance teams, and other enforcement mechanisms.
The Commission also highlighted that large amounts of cash and valuables were seized during election monitoring efforts in Tamil Nadu to curb electoral malpractice.
