Dr Vinaya Prakash Singh Re-elected APPU Secretary-General for Second Four-Year Term

Dr Vinaya Prakash Singh, 1988-batch Indian Postal Service officer, has been re-elected Secretary-General of the Asian-Pacific Postal Union for 2027-2030.

Dr. Vinaya Prakash Singh, a 1988-batch officer of the Indian Postal Service, has been re-elected as Secretary-General of the Asian-Pacific Postal Union (APPU) for another four-year term.

Dr Singh was elected unopposed through acclamation at the 14th APPU Congress in Bangkok on September 4, 2026. His new term will begin in January 2027 and run through December 2030.

His re-election comes as a recognition of his work in promoting cooperation among postal administrations in the Asia-Pacific region and also highlights India’s role in international postal affairs.

Second Term to Begin in January 2027

The APPU is an intergovernmental organisation headquartered in Bangkok and currently has 32 member countries. It operates as a Regional Union of the Universal Postal Union (UPU), the United Nations specialised agency dealing with postal services.

Dr Singh first took charge as APPU Secretary-General in January 2023 after being elected at the 13th APPU Congress in 2022.

During his first term, he worked with postal administrations across the region on strengthening cooperation and supporting the modernisation and development of postal services.

His second term will give him another four years to work on regional priorities and deepen coordination among member countries.

Over Three Decades in Government Service

Dr. Singh brings more than 30 years of experience in public service. During his career, he has served in several senior positions within the Department of Posts and the Government of India.

His previous assignments include Member of the Postal Services Board, Senior Deputy Director General and Chief Vigilance Officer in the Department of Posts, Chief Postmaster General of Uttar Pradesh Circle, and Chief General Manager at India Post Headquarters.

He has also worked with the Union Public Service Commission (UPSC), the United Nations Development Programme (UNDP) in Afghanistan, and the Army Postal Service Corps.

Gold Medallist and IIT Delhi PhD

Apart from his administrative experience, Dr Singh has a strong academic background. He was a Gold Medallist in Modern History from the University of Allahabad and later earned a Ph.D. in Management from IIT Delhi.

His re-election is being viewed as an important recognition for India within the Asia-Pacific postal community. The Department of Posts has congratulated him on securing a second term and wished him success in leading the APPU through 2030.
