UP Police Blocks 2.94 Lakh Mobile Numbers, Launches Operation Cy-Vajra Against Cyber Criminals

Seven-day statewide drive aims to strengthen cyber policing, freeze fraud money and ensure faster relief for victims

Lucknow: Uttar Pradesh Director General of Police Rajeev Krishna, an IPS officer of 1991 batch, has launched a seven-day statewide special drive, ‘Operation Cy-Vajra’, to intensify action against cyber criminals, strengthen cyber intelligence and ensure faster financial relief for victims of cyber fraud.

The directions were issued during a high-level statewide review meeting held on July 6 to assess cybercrime control measures, enhance cyber policing capabilities and improve victim assistance mechanisms across the state.

The meeting was attended by DGP Cyber Crime BK Singh, DIG Cyber Crime Pawan Kumar, senior police officers from all commissionerates and districts, cyber crime nodal officers, personnel from cyber police stations and cyber cells, and officials from the Cyber Crime Headquarters.

Cybercrime Among Top Priorities

DGP Rajeev Krishna said cybercrime control has been identified as one of the ten key focus areas since he assumed office, in line with Chief Minister Yogi Adityanath’s directive for stringent and result-oriented action against cyber criminals.

He noted that continuous efforts to strengthen cyber policing, enhance cyber intelligence, improve investigations and provide timely assistance to victims have placed the Uttar Pradesh Police among the country’s leading forces in combating cybercrime.

Major Achievements in Cybercrime Control

Reviewing the state’s performance from April 1, 2025, to June 30, 2026, the DGP highlighted several significant achievements:

  • 2,94,024 suspicious mobile numbers blocked.
  • 1,81,405 mobile devices (IMEIs) linked to cyber fraud blocked.
  • ₹530 crore involved in cyber financial fraud cases placed under lien or hold, preventing fraudsters from accessing the money.

The DGP directed all commissionerates and district police units to ensure prompt registration and disposal of cybercrime complaints so that fraudulent transactions can be intercepted before funds are transferred.

He also instructed officers to identify and block suspicious mobile numbers, IMEI devices and bank accounts using advanced technological tools and cyber intelligence.

Focus on Money Restoration Module (MRM)

Rajeev Krishna reviewed the implementation of the Money Restoration Module (MRM) developed by the Indian Cyber Crime Coordination Centre (I4C) under the Union Ministry of Home Affairs.

The MRM enables victims of cyber financial fraud to recover money that has been frozen by banks during investigation.

Under the system:

  • Victims receive an SMS containing a restoration link after the bank uploads their details.
  • Police verify the claim.
  • The concerned bank processes the refund.

Officials informed the meeting that:

  • No FIR or court order is required for restoration of amounts below ₹50,000.
  • Amounts exceeding ₹50,000 require registration of an FIR before restoration.

Grievance Redressal Module for Innocent Account Holders

The DGP also reviewed the Grievance Redressal Module (GRM), another I4C initiative designed to assist innocent bank account holders whose accounts may have been frozen during cybercrime investigations.

After enhanced due diligence by the concerned bank, complaints are forwarded electronically to the investigating officer for verification and appropriate action.

Rajeev Krishna directed all police units to widely publicise both the MRM and GRM so that more citizens can benefit from these victim assistance mechanisms.

Victim-Centric Cyber Policing

Emphasising a victim-first approach, the DGP instructed officers to accord the highest priority to cyber offences targeting:

  • Women
  • Children
  • Vulnerable sections of society

He also stressed the need for:

  • Stronger cyber intelligence gathering
  • Coordinated action against organised cybercrime syndicates
  • Regular training of cyber police personnel
  • Continuous enhancement of technical expertise
  • Capacity building to address emerging cyber threats
  • Large-scale public awareness campaigns on cyber safety

Technology-Driven Policing

Concluding the meeting, Rajeev Krishna directed all field units to develop a coordinated, technology-driven and victim-centric cyber policing framework.

He said timely, effective and intelligence-based action against cyber offenders would strengthen public confidence and further enhance cyber security across Uttar Pradesh.
