Who Is IPS Jagmohan Meena? Bhubaneswar DCP Resigns After 13 Years of Service, Cites Personal Reasons

Odisha Cadre IPS officer says decision was taken after consultations with family and friends; resignation awaits approval from competent authority

Bhubaneswar: In a significant development in the Odisha Police, Bhubaneswar Deputy Commissioner of Police (DCP) Jagmohan Meena, a 2013-batch Indian Police Service (IPS) officer of the Odisha cadre, has submitted his resignation from service, citing personal reasons. His resignation has triggered widespread discussion in bureaucratic and policing circles, especially as he is regarded as one of the state’s experienced field officers with an extensive background in anti-Maoist operations, district policing, and urban law enforcement.

Senior officials confirmed that Meena’s resignation application has been forwarded for processing but is yet to receive formal approval from the competent authority. Under the All India Services rules, an IPS officer’s resignation becomes effective only after it is accepted by the Union Ministry of Home Affairs.

Resignation Submitted After Careful Consideration

Speaking to reporters after stepping down from his post, Jagmohan Meena described the decision as a carefully considered personal choice made after extensive discussions with his family and close friends.

“It has been a well-thought-out decision after 13 years of service in the IPS. It is purely because of personal reasons. I request everyone to respect my privacy in this matter,” Meena said.

Responding to speculation over possible external pressure behind his resignation, the senior officer categorically denied any such claims.

“There has been no pressure or external factor. The decision is entirely personal,” he clarified.

He also expressed heartfelt gratitude to the people of Odisha, calling them “very kind and welcoming,” and thanked the state government for entrusting him with several important assignments throughout his career.

Seeking the blessings of Lord Jagannath, Meena said he hoped the deity’s grace would continue to guide him in the future.

Resignation Under All India Services Rules

As per the All India Services (Death-cum-Retirement Benefits) Rules, IAS and IPS officers seeking resignation must submit a clear and unconditional written notice to the State Government or the concerned Central Ministry if serving on deputation.

The proposal is subsequently processed and requires approval from the Union Ministry of Home Affairs (MHA)before the resignation becomes effective.

Officials indicated that Jagmohan Meena will continue in service until the resignation is formally accepted.

Who Is Jagmohan Meena?

Mr Meena is a 2013-batch IPS officer of the Odisha cadre who currently serves as the Deputy Commissioner of Police (DCP), Bhubaneswar. Originally hailing from Rajasthan, he is an alumnus of the Indian Institute of Technology (IIT) and entered the Indian Police Service after successfully clearing the UPSC Civil Services Examination.

He officially joined the IPS on December 23, 2013, and over the past 13 years has built a reputation as an efficient field officer known for his work in anti-Maoist operations, district administration and community policing.

At approximately 37 years of age, Meena belongs to a younger generation of IPS officers who have handled both insurgency-affected regions and major urban policing assignments.

Career Spanning District Policing and Anti-Maoist Operations

Following completion of his IPS training, Jagmohan Meena began his policing career as the Sub-Divisional Police Officer (SDPO) in Kalahandi district.

He subsequently served as Superintendent of Police (SP) in several important districts, including:

  • Malkangiri
  • Angul
  • Ganjam

His tenure in Malkangiri, one of Odisha’s Maoist-affected districts, saw him actively participating in and supervising anti-Naxal operations aimed at strengthening security and improving law enforcement in vulnerable areas.

Later, he was posted as Deputy Commissioner of Police (DCP), Cuttack, where he handled urban policing responsibilities, public order management and capacity building of police personnel.

In March 2025, Meena assumed charge as DCP, Bhubaneswar, where he focused on modern policing initiatives, digital citizen services, cybersecurity awareness, senior citizen safety measures and strengthening surveillance infrastructure across the capital city.

Faced Major Law and Order Challenges

Throughout his career, Jagmohan Meena handled several sensitive assignments involving law and order management, criminal investigations and public safety.

He also supervised policing during major public events and emergencies while working in various districts of Odisha.

His resignation comes only a few months after the Bhubaneswar Commissionerate Police came under public scrutiny following the handling of a lynching incident in Balianta, in which a 32-year-old police constable was killed on May 7.

However, Meena has categorically maintained that the incident had no connection with his decision to resign.

Recognised for Distinguished Police Service

During his service, Jagmohan Meena received several prestigious honours for his contribution to policing and internal security.

His major awards include:

  • Police Medal for Gallantry (PMG) – 2019
  • Police Antrik Suraksha Seva Padak – 2021
  • Governor’s Medal – 2023

These recognitions acknowledge his contributions to counter-insurgency operations, internal security and distinguished public service.

May Move to Private Sector

While Jagmohan Meena has not officially disclosed his future plans, reports indicate that after completion of the resignation formalities, he may transition to the private corporate sector and possibly relocate closer to his home state of Rajasthan.

No official confirmation regarding his next assignment has been made so far.

Gratitude to Odisha

Before leaving office, Mr Meena expressed gratitude to the people of Odisha for their trust and support throughout his career.

“It has been a matter of pride to serve the people of Odisha. I sincerely thank the state government and the people for giving me the opportunity to work in several important districts and contribute towards public service,” he said.

His resignation marks the end of a 13-year journey in the Indian Police Service, during which he served in some of Odisha’s most challenging policing assignments, from Maoist-affected regions to the state’s largest urban centres.
