Bengaluru: The Karnataka government on Sunday carried out a significant reshuffle in the state bureaucracy, issuing transfer and posting orders for several senior Indian Administrative Service (IAS) officers. The reshuffle includes key administrative changes across departments and the creation of a new post within the Chief Minister’s Office (CMO) focused on programme and project implementation.
Notably, senior IAS officer Munish Moudgil has been assigned the concurrent charge of the newly created post of Principal Secretary to the Chief Minister (Programme and Project Implementation), Bengaluru.
The restructuring is aimed at strengthening governance efficiency, improving monitoring mechanisms, and accelerating implementation of government programmes and development projects.
Key Administrative Appointments and Transfers
Munish Moudgil Gets Additional Responsibility in CMO
Munish Moudgil, who is currently serving as Special Commissioner (Administration, Revenue and IT), Greater Bengaluru Authority, has been given concurrent charge as Principal Secretary to the Chief Minister (Programme and Project Implementation). The newly created post is expected to play a crucial role in streamlining project execution and coordination at the highest level of state administration.
Senior-Level Posting in Forest Department
Anjum Parwez (IAS:1994:KN), who was awaiting posting, has been appointed as Additional Chief Secretary to Government, Forest, Ecology and Environment Department, Bengaluru. The role places him at the helm of environmental governance and forest administration in the state.
Urban Development and Municipalities Reassignment
Cauvery B B (IAS:2008:KN), who was earlier awaiting posting, has been appointed as Secretary, Urban Development Department (UD and Municipalities), Bengaluru.
Meanwhile, Deepa Cholan (IAS:2008:KN), previously serving in the Urban Development Department, has been transferred and posted as Secretary, Transport Department, Bengaluru.
Planning and Cooperative Sector Changes
Dr Venkatesh M V (IAS:2009:KN), earlier Secretary in the Planning, Programme Monitoring and Statistics Department, has been transferred and posted as Registrar for Co-operative Societies, Bengaluru. The move shifts him into a key role overseeing cooperative institutions in the state.
Transport and Road Safety Department Appointment
Dr Selvanani R (IAS:2013:KN), who was serving as Managing Director of Karnataka Urban Water Supply and Drainage Board, has been appointed as Commissioner for Transport and Road Safety, Bengaluru.

The latest reshuffle reflects the Karnataka government’s focus on:
