Bengaluru: The Karnataka government on Sunday issued a significant reshuffle order affecting senior IAS and IPS officers across key administrative and policing departments. The changes come shortly after the formation of the new cabinet led by Chief Minister D K Shivakumar, marking a broader administrative realignment in the state.
The IPS reshuffle prominently includes changes in the Criminal Investigation Department (CID), Internal Security Division, Intelligence wing, and Cyber Crime responsibilities.
Major IPS-Level Reshuffle in Karnataka Police
In one of the key IPS postings, senior officer Dr Pronab Mohanty, who was serving as Director General of Police (DGP), Internal Security Division, Bengaluru, has been transferred with immediate effect.

He has now been appointed as the DGP of Criminal Investigation Department (CID), Special Units & Economic Offences, Bengaluru. Additionally, he has been given concurrent charge of DGP, Cyber Crimes, CID Bengaluru, strengthening his role in handling economic offences and cyber-related investigations.
Intelligence Wing Reorganisation
Another key IPS transfer involves senior officer Dr Chandragupta, who was earlier serving as Inspector General of Police (IGP), Security (Intelligence), Bengaluru.
He has now been posted as IGP, Intelligence, Bengaluru, replacing Labhu Ram, who was holding the post earlier. The reshuffle also includes a reclassification, with the Intelligence IGP post being declared equivalent in status and responsibility to other CID-level postings under service rules.
This move is seen as part of an effort to streamline intelligence coordination and internal security operations in the state.
CID, Cyber Crime and Economic Offences Strengthened
With Dr Pronab Mohanty now heading the CID, the department will oversee:
- Special investigation units
- Economic offences
- Cyber crime operations (concurrent charge)
The restructuring is aimed at consolidating investigative functions under a single senior leadership to improve coordination in high-profile and complex cases.
Parallel IAS and Administrative Transfers
Alongside IPS changes, several IAS officers were also reshuffled:
Senior IAS officer Anjum Parwez, who earlier served in the Chief Minister’s Office during the Siddaramaiah regime, has been appointed as Additional Chief Secretary, Forest, Ecology and Environment Department.
Following the appointment of new administrative leadership in the Chief Minister’s Office, Tushar Girinath was posted as Additional Chief Secretary to the Chief Minister, replacing Parwez, who had been awaiting posting.
Key Administrative Reassignments
Munish Moudgil, Special Commissioner (Admin, Revenue and IT), Greater Bengaluru Authority, has been given concurrent charge as Principal Secretary to the Chief Minister (Programme and Project Implementation).
- Deepa Cholan has been transferred as Secretary, Transport Department, Bengaluru.
- Cauvery B B has been posted to the vacancy left by Deepa Cholan.
- Dr Venkatesh M V has been transferred as Registrar, Co-operative Societies.
- Dr Selvamani R has been appointed as Commissioner for Transport and Road Safety, Bengaluru.
Context: Post-Cabinet Administrative Realignment
The reshuffle comes shortly after the new cabinet assumed office, triggering a broader restructuring across key governance and policing departments. The focus of the IPS reshuffle appears to be on strengthening:
- Internal security architecture
- Cybercrime investigation capacity

Officials have been posted with immediate effect, indicating urgency in stabilising key administrative and law enforcement functions.
