Mumbai: Following Prime Minister Narendra Modi’s Independence Day announcement on providing free online coaching for competitive examinations, the Maharashtra government has initiated steps to expand its existing free UPSC coaching programme through digital platforms.
The Higher Education Department has constituted a six-member committee to examine the feasibility of providing quality online training to UPSC aspirants across the state.
The proposed initiative could make Maharashtra’s existing Pre-IAS training programme available online to around 5,000 students, significantly expanding its current reach.
The committee will be headed by the Director of the State Institute for Administrative Careers (SIAC).
Existing Free UPSC Coaching Available At Six Centres
Maharashtra currently provides free UPSC training through six Pre-IAS Training Centres located in:
- Amravati
- Kolhapur
- Mumbai
- Nashik
- Nagpur
- Chhatrapati Sambhaji Nagar

These centres operate under the State Institute for Administrative Careers (SIAC) and provide selected students with free training, hostel facilities and a monthly stipend.
Admission to the centres is conducted through a common entrance examination, following which eligible candidates are selected for the programme.
However, the existing offline model limits the number of aspirants who can access the specialised training.
Online Model Could Reach 1,000 Students Per Centre
The committee will examine how lectures currently delivered at the six physical centres can be made available online to a much larger number of students.
Higher Education Director Shailendra Deolankar said the existing Pre-IAS centres are currently accessible only to students who qualify through the entrance test.
According to Deolankar, the committee will explore the possibility of making the same lectures available to around 1,000 students online at each centre.
This could potentially take the total reach of the programme to approximately 5,000 students, depending on the final structure and feasibility of the proposed online model.
The move is aimed at using technology to overcome the geographical and capacity limitations of the existing offline coaching system.
Six-Member Committee To Prepare Detailed Plan
A circular issued by Shailendra Deolankar on August 19 announced the constitution of the six-member committee.
The committee has been tasked with conducting a detailed study and submitting recommendations on how Maharashtra can establish a robust system for free online UPSC training for needy aspirants.
Its mandate includes examining the technical feasibility, digital infrastructure and academic framework required to implement the programme across the state.
The committee will also look at developing a statewide network of expert faculty and professors who can participate in the online training programme.
Committee To Work On Digital Infrastructure And Study Material
One of the key responsibilities of the committee will be to suggest measures for developing the technology and digital infrastructure required to deliver the programme effectively.
It will also examine the creation of a statewide digital network of expert teachers and professors to ensure that students from different parts of Maharashtra can access quality instruction.
The panel will recommend an appropriate format for the online classes, including common schedules and access to study material.
The study material and course structure will also need to be updated in accordance with changes in the UPSC Civil Services Examination syllabus and curriculum.
Selection And Evaluation Of Students
The proposed online coaching system will also require a mechanism for identifying eligible students.
The committee will therefore formulate guidelines concerning the selection of students who can participate in the free online programme.
It will also examine mechanisms for the continuous evaluation of students’ progress, ensuring that online coaching does not merely provide access to lectures but also tracks the academic development and preparedness of aspirants.
This could include structured assessments and monitoring mechanisms, although the final framework will be decided after the committee submits its recommendations.
PM Modi’s Independence Day Announcement
The Maharashtra initiative comes shortly after Prime Minister Narendra Modi spoke about the need to reduce the financial burden of coaching on students and families in his Independence Day address from the Red Fort.
Highlighting the rising cost of coaching for competitive examinations, the Prime Minister said the government would provide free online coaching for various examinations.
The announcement particularly focused on students from poorer and middle-class families who may find private coaching programmes financially difficult to afford.
Maharashtra’s move to examine the expansion of its existing free UPSC coaching programme is therefore aimed at using the state’s established academic infrastructure while leveraging technology to reach a much larger pool of aspirants.
Maharashtra’s Existing Model Could Get A Digital Expansion
The proposed online initiative would essentially build upon an existing state-supported system rather than create an entirely new coaching structure.
The six Pre-IAS centres already provide free training, hostel facilities and monthly stipends to selected students. The proposed digital expansion could allow students beyond the physical capacity of these centres to access lectures and study resources.
If implemented, the programme could particularly benefit aspirants who are unable to relocate to Mumbai, Nagpur, Nashik, Amravati, Kolhapur or Chhatrapati Sambhaji Nagar for coaching.
However, the exact number of students, selection mechanism, technology platform, faculty structure and rollout timeline will depend on the recommendations of the committee and the policy eventually adopted by the Maharashtra government.
