Bengaluru: Bangalore Development Authority (BDA) Commissioner Major Manivannan P, IAS, has been felicitated with a Chief of Defence Staff (CDS) Commendation Card for his service and continued contribution to the Territorial Army.
The commendation was presented by Chief of Defence Staff General N. S. Raja Subramani at a ceremony held at the 106 Infantry Battalion (Territorial Army) PARA in Bengaluru on September 26.
Major Manivannan (IAS: 1998: KN), was commissioned into the 106 Infantry Battalion (TA) PARA on February 8, 2014. He has continued his association with the Territorial Army while serving in various administrative positions in Karnataka. Earlier reports from 2014 recorded his commissioning as a Lieutenant in the Territorial Army.
The latest recognition acknowledges his continued service, dedication and collaboration with the Territorial Army while simultaneously discharging his responsibilities in civil administration.
Second Territorial Army Commendation in 2026
The CDS Commendation Card is the second such recognition received by Major Manivannan this year. In April 2026, he was presented another Commendation Card by the General Officer Commanding-in-Chief (GOC-in-C), Southern Command, for his service and contribution to the Territorial Army.
Major Manivannan is currently serving as Commissioner of the Bangalore Development Authority, while continuing his association with the Territorial Army.
Major Manivannan’s Background
Major Manivannan is a senior Karnataka-cadre IAS officer currently serving as BDA Commissioner. He was commissioned into the 106 Infantry Battalion (Territorial Army) PARA in 2014 and has continued his Territorial Army service alongside his civil administration career. He was the first Karnataka-cadre IAS officer to join the Territorial Army, according to 2014 reports.
