Srinagar: Indian Administrative Service (IAS) officer Mamta Yadav has assumed charge as Director of Information and Public Relations (DIPR), Jammu and Kashmir, taking responsibility for a department that communicates government policies, development initiatives and public welfare programmes to citizens.

Yadav took charge on October 12 and subsequently interacted with officers and officials of the department. During the interaction, she stressed the importance of accurate, transparent and timely dissemination of official information and called for greater use of digital platforms to expand public outreach.

Her appointment follows an administrative reshuffle in Jammu and Kashmir in which several IAS and Jammu and Kashmir Administrative Service (JKAS) officers were assigned new responsibilities.

Who Is Mamta Yadav?

Mamta Yadav is a 2021-batch IAS officer of the AGMUT cadre, which covers Arunachal Pradesh, Goa, Mizoram and several Union Territories, including Jammu and Kashmir.

She holds a Bachelor of Science (Honours) degree in Physics from Hindu College, University of Delhi. Before taking charge as DIPR Director, she served in administrative roles in Delhi and had field-level exposure in Arunachal Pradesh.

Her professional experience includes municipal administration, sub-divisional governance and district-level administrative training.

Mamta Yadav Takes Charge as J&K DIPR Director

After assuming charge, Yadav held an introductory interaction with officers and officials of the Directorate of Information and Public Relations.

She highlighted the department’s responsibility to ensure that information about government policies, development initiatives and public welfare programmes reaches people accurately and without unnecessary delays.

Yadav also called for communication strategies that reflect changes in the media landscape, particularly the growing role of digital platforms and modern communication tools.

During her initial review, she inspected various sections of the department and took stock of their functioning.

Senior officials present during the interaction included Joint Director Information (Headquarters) Dr Zahoor Ahmad Raina and Deputy Director Information (Public Relations and Audio-Visual) Javid Ahmad Rather, along with other departmental officers.

Previous Administrative Assignments in Delhi and Arunachal Pradesh

Before her Jammu and Kashmir assignment, Yadav held responsibilities in Delhi’s administrative setup.

Deputy Commissioner in Municipal Corporation of Delhi

Yadav served as Deputy Commissioner in the Municipal Corporation of Delhi (MCD), including in the Keshav Puram zone.

The role formed part of her experience in municipal administration, which involves coordinating civic services, implementing local administrative decisions and addressing issues within the assigned jurisdiction.

Sub-Divisional Magistrate in Najafgarh

She also served as Sub-Divisional Magistrate (SDM) in Najafgarh, Delhi.

An SDM generally handles administrative responsibilities at the sub-divisional level, including coordination among government departments and implementation of applicable administrative and regulatory functions.

District Attachment in Arunachal Pradesh

Yadav’s service experience also included a district attachment in Roing, Arunachal Pradesh.

Such attachments provide IAS officers with exposure to field administration and the practical challenges involved in delivering government services and implementing development programmes.

These assignments provided her with experience across different levels of administration before she took charge of the information department in Jammu and Kashmir.

What Will Mamta Yadav Do as DIPR Director?

The Directorate of Information and Public Relations serves as a communication link between the Jammu and Kashmir administration, the media and the public.

The department disseminates official announcements, shares information about government decisions and development projects, and publicises welfare programmes and other public initiatives.

As Director, Yadav will oversee the department’s functioning and its efforts to communicate official information to citizens.

Her initial interaction with departmental officials highlighted several priorities:

  • Accurate information: Ensuring that government announcements and programme details are communicated correctly.
  • Timely dissemination: Reducing delays in sharing information about policies and public welfare initiatives.
  • Digital outreach: Expanding the use of digital platforms and modern communication tools.
  • Public engagement: Strengthening communication between the administration and citizens.
  • Departmental review: Assessing the functioning of the department’s various sections.

Her emphasis on digital outreach reflects the increasing importance of online communication in making official information accessible to a wider audience.

Mamta Yadav’s New Administrative Responsibility

Yadav’s appointment as Director of Information and Public Relations adds a new responsibility to her administrative career. Her earlier assignments in Delhi and Arunachal Pradesh exposed her to municipal and sub-divisional administration, while her current role places her at the head of a department responsible for government communication across Jammu and Kashmir.

Following her assumption of charge, she has called for transparent, accurate and timely communication and greater use of digital platforms. She has also begun reviewing the department’s functioning through interactions with officials and inspections of its various sections.

The focus of her new assignment will include the dissemination of government information, communication of development initiatives and public outreach across the Union Territory.
