New Delhi: Bharat Coking Coal Limited (BCCL), a Miniratna subsidiary of Coal India Limited (CIL), has increased the basic prices of several grades of raw coking coal supplied to consumers in the non-regulated sector (NRS). The revised prices came into effect on October 14, 2026, following approval by the company’s board at its 447th meeting held at Koyla Bhawan in Dhanbad.

In a stock exchange filing, BCCL said the prices of the affected coal grades had been increased by approximately 0.1% to 14% over the existing rates. The company stated that the revision was aimed at rationalising prices and correcting disproportionate price differences between different coal grades.

The revised rates cover Steel Grades I and II, Direct Feed Coal, Prime Coking Coal (PCC) washery grades W-II to W-VI, and High Volatile Medium Coking (HVMC) washery grades W-I to W-VI.

According to the revised price notification, Steel Grade I prime coking coal has been priced at ₹7,000 per tonne, while Steel Grade II will cost ₹6,500 per tonne. Direct Feed Coal has been priced at ₹6,750 per tonne.

The revised prices for the specified Prime Coking Coal washery grades are as follows:

  • Steel Grade I: ₹7,000 per tonne
  • Steel Grade II: ₹6,500 per tonne
  • Direct Feed Coal: ₹6,750 per tonne
  • PCC Washery Grade W-II: ₹4,480 per tonne
  • PCC Washery Grade W-III: ₹3,700 per tonne
  • PCC Washery Grade W-IV: ₹3,350 per tonne
  • PCC Washery Grade W-V: ₹2,960 per tonne
  • PCC Washery Grade W-VI: ₹2,700 per tonne

The prices vary according to the coal grade, with lower rates specified for the lower PCC washery grades.

HVMC Coking Coal Prices Revised

BCCL has also revised the prices of High Volatile Medium Coking (HVMC) coal washery grades for eligible non-regulated sector consumers.

The revised prices are:

  • HVMC Washery Grade W-I: ₹4,450 per tonne
  • HVMC Washery Grade W-II: ₹4,260 per tonne
  • HVMC Washery Grade W-III: ₹3,600 per tonne
  • HVMC Washery Grade W-IV: ₹3,190 per tonne
  • HVMC Washery Grade W-V: ₹2,860 per tonne
  • HVMC Washery Grade W-VI: ₹2,560 per tonne

The notification places HVMC coal prices below those of corresponding prime coking coal washery grades.

Which Consumers Will Be Affected by the Price Hike?

The revised prices apply to the specified coal grades supplied to the non-regulated sector. BCCL’s notification also clarifies that the revised HVMC prices are applicable to non-regulated consumers other than the power sector, including independent power producers, as well as the fertiliser and defence sectors.

The revision is limited to the categories and grades specified in the notification and should not be interpreted as a uniform price increase across all BCCL products or customer segments.

Auction Buyers to Pay the Higher of Two Prices

BCCL has specified a separate pricing mechanism for certain categories of buyers. Consumers purchasing coal through non-regulated sector linkage auctions from Tranche VI onwards, non-regulated sector Central Public Sector Enterprises (CPSEs), State Nominated Agencies (SNAs), and buyers under Coal India Limited’s e-auction scheme will have to pay the higher of the newly notified price and the modulated price fixed by BCCL on March 31, 2026.

According to the notification, the higher of the two prices will apply to these buyers. This provision ensures that the applicable price is determined by comparing the revised rate with the previously established modulated price.

Previous Coking Coal Price Revision in April 2026

BCCL last revised its coking coal prices on April 1, 2026, based on Wholesale Price Index (WPI) indexation. That revision resulted in an increase of 0.24% over the previous year’s prices.

The earlier revision applied to non-regulated sector linkage auction consumers from Tranche VI onwards and buyers under the single-window, mode-agnostic e-auction system.

The latest revision, effective October 14, 2026, represents a further adjustment to the prices of specified coal grades. BCCL said the move was intended to correct disproportionate price differences between grades.

Additional Charges and Taxes to Be Levied Separately

The revised prices are quoted on a Free on Rail (FOR) or Free on Board (FOB) basis, as applicable. They exclude additional charges such as surface transportation, sizing and evacuation charges, which will continue to be levied according to the applicable BCCL and Coal India Limited price notifications.

Statutory levies and other applicable charges will also be payable separately. These include:

  • Royalty
  • District Mineral Foundation Trust (DMFT) contributions
  • National Mineral Exploration Trust (NMET) contributions
  • Bazar fee and other applicable levies
  • Goods and Services Tax (GST) and other applicable taxes

Consequently, the final amount payable by buyers may be higher than the basic price notified for the respective coal grade.
