Jamshedpur: A major initiative has been launched in the Mango Municipal Corporation area to strengthen employment, self-employment, and urban livelihoods over the next five years. As part of this effort, a comprehensive City Livelihood Action Plan (CLAP) is being prepared under the guidance of the Urban Development and Housing Department, Government of Jharkhand.
The plan is being developed under the Deendayal Antyodaya Yojana – National Urban Livelihoods Mission (DAY-NULM), which aims to improve the economic conditions of urban poor communities across selected urban local bodies in the state.
A focused group discussion (FGD) was recently organized at the Mango Municipal Corporation office under the chairmanship of Mayor Sudha Gupta, marking a key step in the planning process.
Focus on Inclusive Urban Development
The discussion brought together multiple stakeholders, including representatives of self-help groups (SHGs), street vendors, youth groups, local artisans, officials from the District Industries Centre, JSLPS, Town Vending Committee, Area Level Federations, and experts from the National Institute of Technology (NIT) Calicut. Participants collectively emphasized the importance of a participatory development model that actively involves urban poor communities in planning and decision-making processes.

NIT Calicut to Lead Five-Year Livelihood Study
Under a formal agreement between the Urban Development Department and NIT Calicut (Kerala), the institute will conduct a detailed study of livelihood needs, challenges, and opportunities in the region. Based on its findings, NIT Calicut will prepare a structured five-year action plan aimed at improving employment opportunities and strengthening the urban economy in Mango Municipal Corporation.
Empowering Women Through Market Linkages
Mayor Sudha Gupta highlighted the need to connect products made by women’s self-help groups—such as handicrafts and other locally produced goods—to wider markets.
She proposed the introduction of weekly local markets (haats) to ensure better visibility and fair pricing for women entrepreneurs. According to her, improved market access would significantly enhance the financial independence and social status of women engaged in SHG-based production activities.
Development of Vending Zones and Transport Hubs
To improve urban planning and support street vendors, the Mayor emphasized the development of designated vending zones. This initiative aims to reduce traffic congestion, improve road safety, and provide structured spaces for small traders.
She also suggested transforming the proposed bus terminal into a major hub for employment and self-employment opportunities, further boosting the local economy.
Skill Development and Poverty Alleviation Strategy
Additional Municipal Commissioner Jitendra Kumar Yadav stated that the action plan will focus on identifying urban poor households and linking them with employment opportunities, skill development programs, and government welfare schemes. The roadmap will prioritize poverty reduction, capacity building, and sustainable livelihood generation through structured interventions.
Awareness Campaigns and Economic Inclusion
Deputy Mayor Rahul Kumar Kashyap stressed the importance of awareness campaigns and strengthening community-based organizations. He also highlighted the need for financial assistance and better market access for vulnerable groups. He added that a detailed survey will be conducted to assess the challenges and opportunities faced by livelihood-dependent communities, which will guide future employment and economic development strategies.
Roadmap for Urban Economic Growth
The CLAP initiative is expected to play a crucial role in reshaping urban livelihood systems in Mango Municipal Corporation. By integrating stakeholders, improving skill development, and expanding market opportunities, the plan aims to promote inclusive economic growth, poverty reduction, and long-term urban development over the next five years.
