New Delhi: The Appointments Committee of the Cabinet (ACC) has appointed Mayank Kumar, IRS (Customs & Indirect Taxes: 1991), as Member of the Central Board of Indirect Taxes and Customs (CBIC).
Mayank Kumar was serving as Principal Chief Commissioner of Mumbai Customs (Zone-I) before his appointment to the apex board. He has been appointed against an existing vacancy and is set to continue in service until November 2027.
The appointment marks his move from a senior field-level customs position to the central board responsible for policy and administration relating to indirect taxes and customs.
Who Is Mayank Kumar?
Mayank Kumar is a senior Indian Revenue Service officer of the 1991 batch, specialising in Customs and Indirect Taxes. He entered Group ‘A’ service in October 1992 and has completed more than three decades in revenue administration.
Over a career spanning more than 34 years, he has held a range of responsibilities involving tax administration, enforcement, customs operations and economic law enforcement.
His latest appointment as Member, CBIC, places him at the apex level of the indirect tax administration.

Education and Academic Background
Mayank Kumar holds a B.Tech degree in Mechanical Engineering from the Indian Institute of Technology Kanpur.
He studied at IIT Kanpur from 1984 to 1988 before joining the civil services.
He later pursued management education at the Indian Institute of Management Ahmedabad, where he completed an MBA/Post Graduate Diploma in Management during 2009–2010. His electives reportedly included areas related to finance and marketing.
From Customs Field Administration to CBIC
Before his elevation to the CBIC, Mayank Kumar served as Principal Chief Commissioner of Mumbai Customs (Zone-I), one of the country’s important customs formations.
In this role, he was responsible for a major customs zone dealing with international trade, imports and exports, customs administration and enforcement.
His career has also included senior positions in the field formations of the indirect tax administration.
He has served as Commissioner in the CBIC system for more than a decade, covering the period from 2013 to 2023, according to available professional-profile information.
Earlier, between 2006 and 2013, he served as Additional Commissioner in the Central Board of Customs and Excise, handling responsibilities related to regional indirect tax administration and enforcement.
Experience in Chief Commissioner-Level Administration
Mayank Kumar has also served in the Chief Commissioner grade and has handled senior field responsibilities, including the Pune GST & Central Excise Zone.
He was subsequently elevated to the apex Scale 17 in the pay matrix along with other senior officers of his batch.
His progression through Commissioner and Chief Commissioner-level assignments provided experience across both field administration and the broader indirect tax system before his appointment to the CBIC Board.
Areas of Professional Experience
Over his long career in the revenue service, Mayank Kumar has worked across several areas of customs and indirect tax administration.
His professional experience includes tax administration, enforcement of economic laws, customs operations and import-export compliance. He has also handled matters relating to Special Economic Zones (SEZs) and Export Oriented Units.
His experience additionally covers financial and corporate administration, providing a broad administrative background within the revenue establishment.
New Role as Member, CBIC
As Member of the Central Board of Indirect Taxes and Customs, Mayank Kumar will move from the leadership of a major field formation to the apex institutional level of India’s indirect tax administration.
The CBIC is responsible for the administration of central indirect taxes and customs, including policy formulation and implementation in these areas.
His appointment comes after his tenure as Principal Chief Commissioner of Mumbai Customs (Zone-I), adding extensive field experience to his new board-level responsibility.
With his service tenure extending until November 2027, Mayank Kumar is set to continue in the senior revenue administration structure for the coming period.
