Satish Kumar, a member of the 1986 batch of the Indian Railway Service of Mechanical Engineers (IRSME), has assumed the office of Chairman and Chief Executive Officer (CEO) of the Railway Board today, 1st September. He will be the first Dalit to hold this prestigious position in the Railway Board’s 119-year history.
Mr. Kumar succeeds Jaya Verma Sinha, who is retiring on August 31. Ms. Sinha has been appointed as an administrative member of the Central Administrative Tribunal (CAT). Last year, she also made history by becoming the first woman to serve as Railway Board CEO, breaking through a significant glass ceiling.
According to an official order, the Appointments Committee of the Cabinet (ACC) has approved Satish Kumar’s appointment. The order specifies that he has been appointed to the highest pay scale (pay level 17 as per the 7th Central Pay Commission).
Mr Kumar, who is currently serving as the Member (Traction and Rolling Stock) on the Railway Board, has been elevated to the position of CEO. He officially took charge today and will hold the office until his superannuation, with the possibility of re-employment on a contract basis for the next year.
Joining the Railways in March 1988, Kumar has had a distinguished 34-year career, during which he has made significant contributions to the Indian Railways. He has served as General Manager of North Central Railway in Prayagraj and as Divisional Railway Manager for the Lucknow Division of Northern Railway from April 2017 to April 2019. During his tenure as DRM in Lucknow, a significant number of infrastructure projects were completed.
Earlier, Mr Kumar also worked in various capacities in the Jhansi Division, Banaras Locomotive Works (BLW), North Eastern Railway, Gorakhpur, and Patiala Locomotive Works. He underwent training in Total Quality Management under the UNDP program in 1996 and has managed several projects throughout his career.
He holds a B.Tech in Mechanical Engineering from Malaviya National Institute of Technology (MNIT), Jaipur. Additionally, he has earned a PG Diploma in Operations Management and Cyber Law from Indira Gandhi National Open University.
Throughout his career, he has held numerous significant roles across various zones and divisions of Indian Railways. He is recognized for implementing several key reforms in the railway system. His initial assignments included working in the Jhansi Division of Eastern Railway and at Diesel Locomotive Works (BLW) in Varanasi.
One of Satish Kumar’s significant contributions is the Fog Safe Device, which he developed to enhance safety during foggy conditions. According to a railway official, this device has become an essential tool for Indian Railways, significantly reducing risk, particularly during the winter months in northern India when visibility is often poor.
In addition, he has been actively involved with the development of the new Vande Bharat sleeper coaches and Vande Bharat Metro trains, which are set to be rolled out soon.
The path ahead will not be easy, as he will need to address challenges related to loco pilots and safety in his new role. However, he is known among officers as both a tough taskmaster and a patient listener.
