New Delhi: The Ministry of Electronics and Information Technology (MeitY) has signed a Memorandum of Understanding (MoU) with PhonePe to use insights from its PhonePe PulsePro enterprise data intelligence platform to support the PM GatiShakti mission.
The partnership is aimed at strengthening national infrastructure planning, economic analysis and urban and rural development through additional granular data.
PulsePro Data to Be Integrated into GatiShakti Portal
Under the MoU, PhonePe PulsePro metrics will be integrated into the PM GatiShakti National Master Plan portal, which is managed in collaboration with the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N).

The integration will provide government planners with additional data covering:
- Hyperlocal transactional activity
- Geographic trends
- Market trends
- Category-wise activity
- Emerging patterns across different regions
The data will complement datasets already available through the PM GatiShakti framework.
Focus on Data-Driven Infrastructure Planning
According to MeitY, the additional insights are intended to support planners in making more informed decisions related to infrastructure and development.
The MoU covers the use of data intelligence for:
- National infrastructure planning
- Economic analysis
- Urban development
- Rural development
- Understanding emerging market and geographic trends
MeitY Secretary S. Krishnan, a 1989-batch IAS officer of the Tamil Nadu cadre, said granular and hyperlocal insights could complement existing datasets and provide additional visibility into trends across markets and geographies.
PhonePe PulsePro Uses Aggregated and Anonymised Data
PhonePe PulsePro converts aggregated and anonymised transaction data into hyperlocal insights.
The platform provides information on trends across geographies, categories and markets, enabling organisations to analyse activity and identify emerging trends.
PhonePe Head of Strategy Karthik Raghupathy said PulsePro builds on the transaction-led insights generated through PhonePe Pulse by providing granular, hyperlocal and near-real-time market signals.
Data to Support Broader Public Planning
The partnership brings private-sector transaction insights into the PM GatiShakti planning framework, alongside existing government datasets.
The initiative is intended to support the use of data intelligence and evidence-based analysis in infrastructure planning and broader development activities.
