50 Lakh Rural Properties to Get Free Registration as MP Launches Seva-Sankalp Abhiyan

Madhya Pradesh has launched the Seva-Sankalp Abhiyan from Indore, alongside a free registration drive for 50 lakh rural properties under the Swamitva rights-record scheme.

Bhopal: Madhya Pradesh Chief Minister Dr Mohan Yadav and BJP national president Nitin Nabin launched the Seva-Sankalp Abhiyan from Indore on September 17, with the state beginning a major free property registration drive under the Swamitva Adhikar Abhilekh Nispadan Evam Panjiyan Yojana-2026.

The initiative aims to provide free registration and legal ownership records for around 50 lakh privately held rural properties. The state government will bear the applicable stamp duty and registration costs for eligible beneficiaries. The programme was launched on Prime Minister Narendra Modi’s birthday and is part of a wider month-long campaign focused on public service and participation.

Before the main programme, CM Mohan Yadav and Nitin Nabin also participated in a roadshow in Indore. BJP state president Hemant Khandelwal and other public representatives addressed the gathering.

Free Registration for 50 Lakh Rural Properties

The Swamitva initiative is focused on giving rural residents formal records for properties located in inhabited areas of villages. According to information released ahead of the launch, rights records have been prepared across 41,568 villages, covering more than 68 lakh properties. Around 50 lakh private properties are now targeted for free registration.

The government will bear the registration-related financial burden, meaning eligible beneficiaries will not have to pay stamp duty and registration charges for the process.

The move is significant for rural families because a registered property document provides formal evidence of ownership and can make it easier to use property rights for various legal and financial purposes.

Camps to Facilitate the Registration Process

The registration process is being organised through camps at the panchayat level. The planned implementation includes multiple phases so that eligible beneficiaries can complete the process closer to their villages.

Earlier government preparations indicated that the campaign would be conducted in phases between September 17 and October 3. The state has also designated revenue officials to facilitate execution and registration-related work.

The initiative follows the preparation of rights records for rural properties through the Swamitva framework. The scheme uses modern surveying methods, including drone-based mapping, to establish property records in rural inhabited areas.

Nitin Nabin Highlights Rural Property Rights

Addressing the programme, BJP national president Nitin Nabin said the free registration initiative would provide rural residents with formal ownership rights. He described the registration document as more than a piece of paper, linking it with the ability of rural families to live with greater certainty over their property.

Nabin referred to Madhya Pradesh’s survey of rural properties and said the state had prepared a detailed plan to extend free registration benefits to around 50 lakh beneficiaries.

He also highlighted the broader theme of the Seva-Sankalp Abhiyan and referred to various welfare initiatives of the Central Government. He said the campaign was being organised around the theme of public service on Prime Minister Narendra Modi’s birthday.

Nabin also spoke about government schemes related to food security, vaccination, financial inclusion, women’s livelihoods, startups and artisan support.

CM Mohan Yadav Links Initiative With Rural Development

Chief Minister Mohan Yadav said the Swamitva initiative would help rural families secure formal rights over their properties.

According to the Chief Minister, the state is conducting a free registration campaign across more than 23,000 villages, with the process aimed at giving eligible rural property holders official documents.

He said ancestral property often represents a family’s long-term security and that providing formal ownership records can strengthen the position of rural families.

The Chief Minister also highlighted other state initiatives for women, workers and pilgrimage-site development. He said the state government had transferred more than ₹55,000 crore to Ladli Behna beneficiaries and was supporting employment-linked opportunities for women.

Seva-Sankalp Abhiyan to Continue Across MP

The Seva-Sankalp Abhiyan is being conducted across Madhya Pradesh as a month-long public service campaign. Reports on the programme indicate that activities will continue from September 17 to October 17, with public participation, service activities, cleanliness initiatives and programmes linked to the vision of a developed India.

The property registration component gives the campaign a direct administrative and citizen-service dimension. Instead of only being a commemorative programme, the initiative connects the campaign with a concrete process of providing legal property documents to rural families.

What the Swamitva Initiative Means for Rural Families

For rural property holders, formal registration can provide clearer documentary evidence of ownership. It can also reduce uncertainty around property records and help families establish their legal rights.

Madhya Pradesh’s decision to cover the registration cost for eligible properties removes a major financial barrier for beneficiaries. With the state targeting around 50 lakh private rural properties, the programme represents a large-scale property documentation exercise.

The launch from Indore therefore combines two objectives: expanding citizen-oriented services through the Seva-Sankalp Abhiyan and completing formal registration of rural property rights under the Swamitva framework. The implementation across villages and registration camps will determine how quickly eligible families receive their final documents.
