In a pioneering move to enhance road safety and address the challenges posed by stray cattle, the National Highways Authority of India (NHAI) has initiated a pilot project to construct cattle shelters along key highway stretches. This initiative aims to mitigate animal-related accidents, create safer travel conditions for commuters, and ensure the welfare of stray animals.
The shelters, ranging from 0.21 to 2.29 hectares, will be strategically located along stretches such as the UP/Haryana Border to Rohna section of NH-334B, Bhiwani-Hansi section of NH-148B, Kiratpur-Ner Chowk section of NH-21, and the Dangiyawas-Jajiwal section of the Jodhpur Ring Road on NH-112.
NHAI has partnered with M/s Gawar Construction Ltd. to implement the project. Under the agreement, the concessionaire will construct and maintain the shelters, providing essential services such as first aid, fodder, water, and caretakers for the animals throughout the concession period. Additionally, the company will deploy cattle ambulances and set up first-aid centers and hospitals within a 50 km radius to ensure timely medical care for injured animals.
The initiative also enforces provisions of the Cattle Trespass Act, 1871, ensuring safe transportation and care for stray animals. The MoU remains valid for the duration of the concession period.
NHAI Chairman Mr. Santosh Kumar Yadav emphasized the dual focus on road safety and humane treatment of stray cattle, calling the project a benchmark in holistic highway infrastructure development. Mr. Dinesh Chandra Agrawal, President of the National Highway Builders Federation, and Mr. Ravinder Gawar, Director of Gawar Construction Ltd., lauded the initiative, urging broader participation to expand its reach nationwide.
This project addresses long-standing challenges related to stray cattle on highways, offering a comprehensive solution to ensure safer roads and improved animal welfare.
