Leh: The Ladakh Administration has appointed Pawan Kumar, IPS, as the new Superintendent of Police (SP) Traffic with immediate effect, as part of an administrative reshuffle in the Union Territory’s police setup.
The order also assigns Pawan Kumar additional charge of SP Security and Police Telecommunication until further orders.
The changes follow an order issued by the Ministry of Home Affairs (MHA) on September 2, 2026.
Vikas Kumar Relieved From Ladakh Duties
According to the UT Home Department order, Vikas Kumar, IPS (AGMUT:2013), has been relieved of his responsibilities as Senior Superintendent of Police (SSP) Traffic.
He was also holding additional charge as SSP Security and Police Telecommunication.
Vikas Kumar was relieved from these duties from the afternoon of September 8 and has been directed to report to the Government of the National Capital Territory of Delhi for further duties.
His transfer marks a change in the leadership of traffic management and related police functions in Ladakh.

Pawan Kumar Takes Charge as SP Traffic
Pawan Kumar was awaiting orders of adjustment before being posted to Ladakh.
Under the latest order, he will now serve as SP Traffic, Ladakh, with immediate effect. Along with the traffic portfolio, he will continue to hold additional charge of Security and Police Telecommunication.
His responsibilities will therefore cover not only traffic management but also important police communication and security-related functions until further orders.
Administrative Change Follows MHA Order
The Ladakh Administration said the latest postings were made in pursuance of the Ministry of Home Affairs order dated September 2, 2026.
Such administrative changes are part of the routine process of assigning officers to different responsibilities within the Union Territory and ensuring continuity in key police functions.
The traffic police role is particularly important in Ladakh, where road movement is closely linked to tourism, local transportation, commercial activity and connectivity between different parts of the Union Territory.
Focus on Traffic and Security Management
With Pawan Kumar taking charge as SP Traffic, the administration will continue to oversee traffic regulation and road safety across Ladakh.
The additional responsibility for Security and Police Telecommunication also places wider operational duties with the officer.
Traffic management in the region involves handling movement on important roads, supporting road safety measures and coordinating police arrangements during periods of increased tourist and local movement.
The combined responsibilities also make coordination between traffic, security and police communication systems important for smooth administration.
Leadership Change in Ladakh Police
The latest order brings a change in the officers handling key traffic and security-related responsibilities in Ladakh.
Vikas Kumar, a 2013-batch IPS officer of the AGMUT cadre, has now been directed to report to the Delhi government, while Pawan Kumar has been assigned the Ladakh traffic portfolio.
The administration’s decision ensures that the position of SP Traffic continues without a gap following the relief of the previous officer.
The reshuffle comes at a time when effective traffic management remains important for Ladakh because of its challenging terrain, tourism-driven movement and dependence on road connectivity.
