Chandigarh: The Punjab Cabinet has approved a series of decisions aimed at strengthening election administration, clarifying service conditions for nursing staff, restructuring the management of non-teaching employees and developing Pathankot as a tourism destination.
The decisions were taken at a Cabinet meeting chaired by Chief Minister Bhagwant Mann on October 5. Among the key approvals are 19 additional posts in the office of the Chief Electoral Officer, amendments to the Punjab Nursing Service Rules-2016 and the proposed Ranjit Sagar Development Authority for the Pathankot region.
The Cabinet decisions cover different areas of governance, but collectively focus on administrative capacity, employee service conditions and development of tourism infrastructure.
19 New Posts Approved in Chief Electoral Officer’s Office
The Cabinet has approved 19 additional posts in the office of the Chief Electoral Officer (CEO), Punjab.
Finance Minister Harpal Singh Cheema said the additional manpower would strengthen the functioning of the CEO office and support election-related responsibilities.
The creation of new posts is expected to provide additional administrative capacity for handling electoral work. With election offices required to manage voter-related services, election preparedness, documentation and other responsibilities, additional staff can help improve the functioning of the department.
The decision also comes in the broader context of strengthening institutional capacity for electoral administration as the state continues to manage routine election-related work.

Punjab Amends Nursing Service Rules-2016
The Cabinet has also approved amendments to the Punjab Nursing Service Rules-2016.
The nursing department was separated from the existing administrative setup in 2021. However, separate service rules were not framed at the time. The latest Cabinet decision seeks to address this gap by bringing greater clarity to the service framework applicable to nursing employees.
Around 1,400 staff nurses have already been recruited in the department, according to the government.
The amended rules are expected to provide greater clarity on service conditions and enable employees to access various service-related benefits under a defined framework.
For nursing personnel, clear service rules are important because they establish the administrative structure governing appointments, service conditions and other employment-related matters. The move could therefore bring greater certainty to employees working in the department.
Non-Teaching Employees to Get Society-Based Service Framework

The government has approved bringing the services of non-teaching staff under a society framework. A similar arrangement had earlier been introduced for computer teachers, and the latest decision extends the approach to other non-teaching employees.

Recent reports describe the proposal as the Ranjitgarh Development Authority Bill, 2026, covering planned development around the Ranjit Sagar and Shahpur Kandi dam areas, with a focus on sustainable and eco-tourism-oriented development.
The move is significant for Pathankot, which has several natural and water-based locations that could be developed into tourism destinations. A dedicated institutional framework could help coordinate infrastructure, land management and tourism-related projects.
Ranjit Sagar Area to Get Greater Development Focus
The Ranjit Sagar Dam area covers around 305 acres, according to the information released following the Cabinet meeting.
Under the proposed arrangement, the Chief Minister will serve as chairman, while the ministers concerned will be members.
The authority is expected to provide an institutional mechanism for planning and implementing tourism infrastructure in the area. It could also help coordinate development efforts that are otherwise spread across different departments.
The broader objective is to promote Pathankot as an important tourism destination in Punjab while making better use of the area’s existing natural attractions.
The proposal has also been reported as a statutory authority under the Tourism and Cultural Affairs Department, with administrative, financial and regulatory responsibilities for integrated development and destination governance.
