New Delhi: State-owned RailTel Corporation of India, a Navratna PSU, has received a Letter of Intent (LoI) from the Thane Municipal Corporation for the development, upgradation, implementation, operation, and maintenance of the DigiThane Citizen Engagement Platform. The project reinforces RailTel’s growing role in India’s municipal digital transformation ecosystem.
The order, classified as a domestic contract, is valued at approximately ₹13.6 crore (including taxes) and will be executed over a 10-year period, with completion scheduled for June 28, 2036.
Scope of the DigiThane Citizen Engagement Platform Project
Under the contract, RailTel will serve as the technology partner responsible for end-to-end execution of the DigiThane platform. The scope includes:
- Development of the citizen engagement platform
- System upgradation and technology enhancements
- Full implementation and integration
- Long-term operation and maintenance
- Continuous digital service support for the municipal body
The project aims to strengthen digital governance and improve citizen services through an integrated online platform.

Long-Term Contract to Strengthen Urban Digital Governance
The 10-year agreement highlights the long-term nature of the digital infrastructure required for municipal services in Thane. The platform is expected to support efficient communication between citizens and the municipal administration while enabling better service delivery.
RailTel confirmed that the contract does not involve any related-party transactions, and neither the company’s promoter nor promoter group entities have any interest in the awarding authority.
The LoI was received on June 29, 2026 at 20:30 hours, according to the company’s regulatory filing.
