New Delhi: Delhi Chief Minister Rekha Gupta presented an ambitious “Viksit Delhi” roadmap during the NITI Aayog Governing Council meeting chaired by Prime Minister Narendra Modi. The vision focuses on transforming the national capital into a global-standard modern city through large-scale investments in infrastructure, healthcare, education, and governance reforms.
The Chief Minister emphasized that true development goes beyond physical infrastructure and must directly improve citizens’ quality of life, efficiency, and access to essential services.
₹1 Lakh Crore Road Network and Yamuna Cleaning Plan
A major highlight of the proposal is a proposed ₹1 lakh crore road infrastructure network, developed with central government support. The project aims to reduce traffic congestion across Delhi-NCR, improve travel time, and lower vehicular pollution.
CM Gupta also informed that a coordinated inter-state mechanism has been formed under the guidance of the Prime Minister to clean the Yamuna river. The team is working on a structured, ground-level action plan to restore the river’s ecological health and reduce pollution levels.
Free Cycles for Girls to Reduce School Dropouts
In the education sector, the Delhi government announced a free bicycle scheme for girl students, especially targeting dropout cases in Class 9. The initiative aims to improve school attendance and reduce education discontinuation among girls.
The government also highlighted the establishment of 75 ‘CM Shri Schools’ in the academic session 2025–26 to strengthen quality education in the capital.
AI-Based Education and Smart Learning Infrastructure
Delhi’s government schools are being modernized with advanced digital infrastructure, including:
- 8,777+ smart classrooms
- 125 digital libraries
- 175 computer labs
Artificial Intelligence (AI) has also been introduced in the school education system to improve learning outcomes and student assessment.
The government has fully digitized administrative systems with e-file implementation, new command and control centres, and continuous training of officials under the “Mission Karmayogi” programme.
Skill Development and Youth Employment Push
To connect youth with industry-ready skills, the government has set up 9 Centres of Excellence in ITIs across Delhi.
Training is being provided in advanced sectors such as:
- Robotics welding
- Industrial automation
- Semiconductor technology
- Smart energy systems
Delhi is also actively implementing central schemes like PM Vishwakarma and PM-SETU to enhance opportunities for skilled workers and artisans.
Free MRI and CT Scan Services in Government Hospitals
In a major healthcare reform, Delhi government hospitals will now provide free MRI and CT scan services under a PPP model.
Additionally, the government has launched India’s first Brain Health Clinic in Dwarka to treat neurological and mental health conditions.
Healthcare expansion includes:
- 150 dialysis centres already operational
- 370 Ayushman Arogya Mandirs active
- Target of 1,120 centres in the coming phase
Sports Development and Youth Empowerment
Under the “Chief Minister Sports Promotion Scheme,” athletes in Delhi are receiving training, financial assistance, and employment opportunities.
The Delhi Sports Mahakumbh 2025–26 saw participation from over 25,000 athletes, making it one of the largest sporting events in the country.
Demands Raised Before Centre
CM Rekha Gupta also urged the Central Government to enhance financial assistance to Delhi, noting that the capital does not receive direct Finance Commission grants.
She proposed:
- Increased central allocation similar to other states
- Creation of a dedicated engineering cadre for faster PWD project execution
- Inclusion of Delhi in national manufacturing and clean industry incentive schemes
Roadmap for a Modern Global Capital
The “Viksit Delhi” vision presented at the NITI Aayog meeting reflects a comprehensive transformation strategy covering infrastructure, education, healthcare, employment, and governance reforms. The plan aims to position Delhi as a global model city aligned with the broader “Viksit Bharat 2047” vision.
