New Delhi: The Public Enterprises Selection Board (PESB) has recommended Mr. Sanjay Banga, the current Chairman & Managing Director (CMD) of Cement Corporation of India (CCI), for the post of Chairman & Managing Director (CMD) of Telecommunications Consultants India Limited (TCIL).
The recommendation was made during PESB Meeting No. 66/2026, held on July 31, 2026. The proposal will now be sent to the Appointments Committee of the Cabinet (ACC) for final approval before the appointment becomes official.
PESB Recommends Sanjay Banga for TCIL’s Top Post
The CMD position at TCIL is a Schedule ‘A’ Central Public Sector Enterprise (CPSE) post.
During the selection process, the PESB interviewed two candidates:
- Mr. Sanjay Banga, Chairman & Managing Director, Cement Corporation of India (CCI)
- Mr. Surajit Mandol, Director (Finance), Telecommunications Consultants India Limited (TCIL)
Following the interviews, the Board recommended Mr. Sanjay Banga for the prestigious leadership role.
The appointment will take effect after receiving approval from the Appointments Committee of the Cabinet (ACC).

Sanjay Banga’s Experience and Leadership Journey
Mr. Sanjay Banga has been serving as the CMD of Cement Corporation of India (CCI) since October 2021, after being selected by the PESB while working as Chief Engineer (Civil) at MTNL.
He currently also holds the additional charge of:
- Managing Director, Hindustan Salts Limited
- Managing Director, Sambhar Salts Limited
A Gold Medalist in B.Tech (Civil) from Delhi College of Engineering, University of Delhi, he also holds:
- LLB from the University of Mumbai
- MBA in Marketing
With around 32 years of professional experience, Banga has worked across multiple domains, including:
- Engineering execution
- Telecom infrastructure
- Contracts management
- Vigilance
- Commercial operations
- Asset monetisation
- Arbitration and legal affairs
- Land development
Led Turnaround of Cement Corporation of India
Since taking charge at CCI, Sanjay Banga has played a key role in improving the company’s operational and financial performance.
Under his leadership:
- CCI achieved its highest turnover in nearly three decades.
- The company reported its highest profit and net worth in around 30 years.
- Revival efforts were accelerated after the company had earlier been declared a sick enterprise and referred to the Board for Industrial and Financial Reconstruction (BIFR).
His turnaround experience is expected to benefit TCIL in its future growth strategy.
MTNL Experience Strengthens His Profile
Before joining CCI, Banga served as Chief Engineer at MTNL, where he headed the Mumbai infrastructure wing and managed real estate assets worth nearly ₹20,000 crore.
He also served as:
- Chief Vigilance Officer, IREL (India) Limited
- Chief Vigilance Officer, Uranium Corporation of India Limited (UCIL)
His extensive experience in telecom infrastructure, engineering projects and public sector management aligns closely with TCIL’s business operations.
Role as CMD of TCIL
Once approved by the ACC, Sanjay Banga will assume charge as the Chief Executive Officer and Chairman of the Board of TCIL.
His responsibilities will include:
- Formulating corporate policies.
- Driving domestic and international business growth.
- Leading telecom, IT and civil engineering projects.
- Strengthening strategic partnerships.
- Enhancing operational efficiency and project execution.
His previous experience in telecom infrastructure and engineering is expected to support TCIL’s expansion in India and overseas markets.
Background of the Vacancy
The CMD position became vacant after the completion of the tenure of Mr. Sanjeev Kumar in January 2026.
Following his retirement, interim arrangements were made until the formal selection process was completed.
The PESB concluded the selection process with interviews held on July 31, 2026, resulting in the recommendation of Sanjay Banga.
Other Candidate Interviewed
The other candidate considered for the position was Mr. Surajit Mandol, Director (Finance) of TCIL.
Mandol has served in the role since March 2023 and belongs to the 1995 batch of the Indian P&T Accounts and Finance Service.
He has over 27 years of experience in:
- Telecom finance
- Policy formulation
- Government project management
- Department of Telecommunications (DoT)
- Bharat Sanchar Nigam Limited (BSNL)
Next Step: ACC Approval
The PESB recommendation is an important milestone in the appointment process.
The proposal will now be examined by the Appointments Committee of the Cabinet (ACC). Once approved, Mr. Sanjay Banga will formally assume charge as Chairman & Managing Director of TCIL, leading the company through its next phase of growth and expansion.
