New Delhi: The Standing Conference of Public Enterprises (SCOPE) and the International Institute for Sustainable Development (IISD) have signed a Memorandum of Understanding (MoU) to advance the sustainable energy transition of Indian Public Sector Undertakings (PSUs).
The agreement was signed by Atul Sobti, Director General, SCOPE, and Anne Hammill, Associate Vice-President, Resilience, IISD, with the objective of supporting Indian PSUs in addressing climate resilience, sustainable development goals and low-carbon growth priorities.
The partnership reflects the shared commitment of both organisations to contribute towards India’s energy transition through collaborative action, research and knowledge exchange.
MoU Aims to Build Sustainable and Climate-Resilient PSUs
The newly signed MoU will create a framework for cooperation in areas such as:
- Renewable energy adoption.
- Environmental, Social and Governance (ESG) practices.
- Green finance solutions.
- Just energy transition.
- Sustainability-focused learning.
- Climate resilience strategies.
Through this partnership, SCOPE and IISD will work towards developing practical solutions and providing knowledge resources that help public sector enterprises manage sustainability challenges and accelerate decarbonisation efforts.
Focus on Research, Capacity Building and Knowledge Sharing
The collaboration will promote strategic dialogue, research activities and capacity-building programmes for Indian PSUs.
The initiative aims to strengthen institutional capabilities by providing enterprises with access to global expertise, technical knowledge and innovative approaches related to sustainable development.
The partnership will also explore opportunities for funding support and encourage the development of sustainability-driven initiatives aligned with India’s long-term climate goals.
PSUs for PLANET Initiative to Support Energy Transition
A key step under this partnership has already been initiated through the “PSUs for Practitioners’ Learning and Action Network on Energy Transition (PSUs for PLANET)” programme.
The platform focuses on creating trust-based engagement among public sector organisations to address common challenges related to energy transition while considering financial, operational and regional requirements.

The International Institute for Sustainable Development (IISD) is an independent global think tank with offices in Canada and Geneva that works towards solutions for climate stability, sustainable resource management and fair economies.
The collaboration builds upon strategic discussions held in June 2026 with senior IISD leadership, including Anne Hammill and Energy Program Director Christopher Beaton.
Both organisations will continue working together to strengthen sustainability practices across India’s public sector landscape.
