New Delhi: Amid a rapidly evolving global security landscape, Cabinet Secretary T V Somanathan, a 1987-batch Indian Administrative Service (IAS) officer of the Tamil Nadu cadre, has underscored the urgent need for India to focus on its key strategic priorities, including the development of sovereign Artificial Intelligence (AI) capabilities and resilient supply chains to strengthen national preparedness.
He made these remarks while addressing senior leadership of the Indian Army during the ongoing Army Commanders’ Conference in New Delhi.
Push for Sovereign AI Capabilities
Highlighting the growing importance of emerging technologies in modern warfare and governance, the Cabinet Secretary stressed the urgency of developing sovereign AI capabilities. He noted that indigenous AI systems are critical to ensuring strategic autonomy and safeguarding national interests in an increasingly technology-driven global order.
Somanathan emphasized that reliance on external technological ecosystems could pose risks, making it essential for India to build its own robust AI infrastructure.
Need for Resilient Supply Chains
The Cabinet Secretary also drew attention to the importance of resilient supply chains, stating that recent geopolitical disruptions have reinforced the need for secure and reliable logistics and production networks.
He noted that strengthening supply chains is vital not only for economic stability but also for maintaining operational readiness in times of crisis.
Call for Stronger Civil-Military Cooperation
Emphasizing a holistic approach to national security, Somanathan called for enhanced civil-military cooperation. He asserted that a whole-of-nation approach is essential to achieving optimal outcomes in both conflict and peacetime scenarios.
Such collaboration, he said, would improve coordination between civilian institutions and the armed forces, leading to more effective policy implementation and crisis response.
Atmanirbharta as a National Mindset
Speaking on Atmanirbharta (self-reliance), the Cabinet Secretary described it not merely as a policy objective but as a national mindset.
He stressed that building a resilient India requires contributions from every sector, institution, and citizen, aligning national efforts toward self-sufficiency and strategic strength.

Somanathan’s address formed part of broader deliberations at the Army Commanders’ Conference, which focuses on strengthening national security, operational preparedness, and institutional synergy.
The conference serves as a key platform for high-level discussions and policy formulation within the Indian Army.
Naval Chief Highlights Maritime Security Concerns
Earlier, Chief of Naval Staff Dinesh K Tripathi addressed military officers, outlining key aspects of the prevailing security environment with a focus on the maritime domain.
He emphasized the importance of safeguarding sea lines of communication and ensuring the uninterrupted flow of energy and trade, reaffirming the proactive role of the Indian Navy in securing critical shipping routes.
The Naval Chief also highlighted the evolving nature of threats, including the increasing use of emerging technologies in warfare, and stressed the need for enhanced preparedness and greater synergy among the tri-services, which is expected to be strengthened through theaterisation.

The Army Commanders’ Conference remains a crucial institutional platform for conceptual deliberations, culminating in key policy decisions aimed at enhancing the Indian Army’s operational capabilities and preparedness in a complex global environment.
