New Delhi: In a strong administrative move, the Union Ministry of Home Affairs (MHA) has directed three AGMUT cadre IAS officers – Sushil Singh, K C Surender, and Pranjal J. Hazarika – to immediately join their new postings, warning of strict action in case of non-compliance.
The ministry has declared the officers as “stand relieved” from the Delhi government with effect from February 24, 2026, the date on which their transfers were originally ordered.
Officers Directed to Join New Postings
As per the directive:
- Sushil Singh has been posted to Mizoram
- K C Surender has been posted to Puducherry
- Pranjal J. Hazarika has been posted to Jammu & Kashmir
The officers have been instructed to report to their respective postings without delay and inform the ministry upon assuming charge.

Warning of Strict Administrative Action
The MHA has made it clear that failure to comply with the orders could invite serious administrative consequences, including:
- Being treated as automatically relieved
- Stoppage of salary
- Recording of official displeasure
- Denial of promotion or central deputation opportunities
- Initiation of disciplinary proceedings
The ministry also categorically stated that requests for cancellation or deferment of postings will not be entertained under any circumstances.
Delay in Relieving Officers Cited
According to the ministry, the decision was taken after the Delhi government failed to relieve the officers despite clear instructions from the Centre.
It noted that although the transfer orders were issued on February 24, 2026, the officers continued to remain in Delhi beyond the stipulated timeline.
Reference to AGMUT Cadre Rules
Citing the 2016 AGMUT cadre guidelines, the ministry reiterated that officers must be relieved within 15 days of issuance of transfer orders.
The latest directive underscores the Centre’s emphasis on strict adherence to cadre management rules and timely compliance with transfer orders.

In a related development, the ministry also issued transfer orders for several other AGMUT cadre IAS officers:
- Rajeeva Shukla – Posted to Puducherry
- Anoop Thakur – Posted to Puducherry
- Vivek Agarwal – Posted to Jammu & Kashmir
- Asha Choudhary Malhotra – Posted to Jammu & Kashmir
- Vikas Ahlawat – Posted to Jammu & Kashmir
- Saumyaketu Mishra – Posted to Mizoram
- D Karthikeyan – Posted to Chandigarh

The move is seen as a firm step by the Centre to enforce discipline and ensure compliance within the AGMUT cadre. It highlights the importance of timely implementation of transfer orders to maintain administrative efficiency across Union Territories and states.
