Unified Pension Scheme Rules: Employees Can Return to NPS Before Retirement – Learn Everything Inside

Centre issues rules allowing employees under UPS to switch back to NPS with safeguards and clear retirement benefits.

New Delhi: The Centre has issued new rules allowing employees who opt for the Unified Pension Scheme (UPS) to switch back to the National Pension System (NPS) under specific conditions. The option will be available one year before retirement or three months prior to voluntary retirement.

Union Minister of State for Personnel, Public Grievances and Pensions Dr. Jitendra Singh released the CCS (Implementation of UPS under NPS) Rules, 2025 on Wednesday. The rules give Central government employees the flexibility to choose between the UPS and NPS.

Flexibility for Government Employees

Dr. Singh highlighted that the new rules clearly explain how employees can enrol under UPS and exercise their choices. The announcement was made during the 14th Pension Adalat at Vigyan Bhawan, where he also unveiled a short film addressing frequently asked questions on the scheme.

Employees will get a two-week window to exercise their option between NPS and UPS. Officials said the rules were notified on 2 September 2025 and cover multiple aspects of pension entitlements.

Switching Back to NPS

A key provision ensures that employees opting for UPS are not locked in permanently. They can switch back to NPS one year before retirement or three months before voluntary retirement.

The rules also clarify how contributions from both employees and the government will be handled to maintain transparency. If authorities delay registration or crediting contributions under UPS, the employee will receive compensation to avoid any financial loss.

Protection for Employees and Families

The framework provides safeguards in unexpected circumstances. If an employee dies in service or becomes disabled, the family may choose between benefits under traditional CCS (Pension) Rules or UPS provisions, whichever is more advantageous.

The rules detail benefits across different retirement scenarios, including normal, voluntary, premature, or health-related retirement, as well as resignation or absorption into PSUs and autonomous bodies.

Ensuring Awareness and Clarity

The Department of Pension and Pensioners’ Welfare (DoPPW) has planned an outreach drive to raise awareness. Officials said the detailed rules remove ambiguity and allow employees to make informed choices.

Welcoming the move, All India NPS Employees Federation President Manjeet Singh Patel said the FAQs would help resolve employee concerns and improve confidence in the system.
