Lucknow: The Uttar Pradesh government, led by Chief Minister Yogi Adityanath, on Monday approved a wide range of policy decisions and development proposals, including a new Transfer Policy 2026–27, large-scale skill development initiatives, industrial infrastructure projects, and reforms across multiple sectors.
The decisions were taken at a cabinet meeting that cleared 29 key proposals, aimed at strengthening governance, education, industry, and infrastructure in the state.
New Transfer Policy Sets Strict Rotation Rules for Officers
The cabinet approved the Transfer Policy 2026–27, under which:
- Group A and B officers completing 3 years in a district or 7 years in a division will be transferred
- Maximum 20% of Group A and B officers can be transferred
- Up to 10% of Group C and D employees may also be transferred
- Transfers for Group B and C employees will be done via online merit-based system
- Final approval for Group A and B transfers will require Chief Minister’s nod
Finance Minister Suresh Khanna said the policy aims to improve transparency and administrative efficiency.

₹2,000 Crore DREAM Skill Labs to Be Set Up in 150 Government Schools
A major education and skilling initiative was also approved under the DREAM (Design, Robotics, Electronics, Additive Manufacturing) Skill Lab project.
Key highlights:
- Partnership with Tata Group’s Nelco Network Products Limited
- ₹2,000 crore total project cost (₹1,360 crore by Nelco)
- 150 government schools to be covered
- First phase includes all 18 divisions of Uttar Pradesh
- Focus on technical skills, innovation, and industry readiness
The initiative aims to improve student employability and modern technical education across the state.
Land Approved for Nursing College in Kushinagar
The cabinet also approved the free transfer of 0.405 hectares of land for setting up a government nursing college in Kushinagar.
The project will strengthen:
- Medical education infrastructure
- Healthcare services in eastern Uttar Pradesh
- Employment opportunities for local youth
Textile and Apparel Parks to Be Developed in Four Locations
The government approved transfer of 251.805 acres of land from Uttar Pradesh Sahakari Spinning Mills Limited for development of Textile and Apparel Parks under the Sant Kabir Textile Scheme.
The parks will be developed at:
- Amroha
- Baheri (Bareilly)
- Maghar (Sant Kabir Nagar)
- Bijnor
The project will be implemented under a PPP model, with strong investor interest already reported.
Major Infrastructure Boost: ₹546 Crore Lucknow Connectivity Project
To improve industrial connectivity, the cabinet approved a major road infrastructure project in Lucknow:
- 6-lane road from Raitha underpass to PM MITRA Textile Park
- 14.28 km new road construction
- Upgradation of 8.7 km stretch from IIM Lucknow to Raitha underpass
- Total cost: ₹546.51 crore
The project will strengthen connectivity to the upcoming textile park and boost industrial growth.
Power Sector Expansion in YEIDA Region
The cabinet approved a ₹653.53 crore project for new 400/220 KV gas-insulated substations in Gautam Buddh Nagar.
The project will support:
- Electric manufacturing units
- Data centers
- Film City development
- Other industrial projects in YEIDA region
Farmer Compensation Policy Revised for Transmission Projects
A revised compensation structure was approved for farmers affected by high-voltage transmission lines.
Key provisions include:
- 200% compensation for tower base land
- 30% compensation for Right of Way (RoW) corridor
- Alignment with Central Government guidelines
Law Clerk Tenure Extended to 3 Years
The cabinet increased the tenure of law clerks and research associates in the Allahabad High Court and Lucknow Bench from 2 to 3 years.
The move aims to:
- Improve judicial research support
- Reduce burden on judges
- Enhance efficiency in handling pending cases
Massive Plantation Drive Approved
The government also approved a large-scale environmental initiative to plant 35 crore saplings in a single day.
Breakdown:
- 14 crore saplings by Forest Department
- 21 crore saplings by other departments
The initiative is part of Uttar Pradesh’s annual green drive to improve environmental sustainability.
The decisions taken by the cabinet led by Chief Minister Yogi Adityanath reflect a strong focus on administrative reform, skill development, infrastructure expansion, industrial growth, and environmental sustainability, marking one of the most comprehensive policy pushes in recent months.
