Lucknow: The Uttar Pradesh government has authorised relevant development authorities to approve land-use changes for plots of up to 6,000 square metres falling within the scope of a city’s master plan or regional development plan.
The change follows amendments to the Uttar Pradesh Urban Planning and Development (Determination, Levy and Collection of Land Use Conversion Charges) Rules, 2014, approved by the state Cabinet.
The government has also revised land-use conversion charges, with rates reduced by up to around 50%, according to the order issued by Principal Secretary, Housing and Urban Planning, P. Guru Prasad.
Development Authorities Get New Powers
Under the revised provisions, development authorities can approve land-use changes for up to 1% of the maximum area permitted under each land-use category in the master plan.

However, certain categories of land will remain excluded from land-use conversion.
These include land designated for:
- Green belts
- Recreation
- Forests
- Public facilities
- Transport
- Ponds and water bodies
Application Process and Timeline
Applicants seeking land-use conversion within the prescribed limit will have to pay an application fee of ₹1,000 per hectare.
The development authority is required to make its recommendation within 22 days of receiving the application.
After the recommendation, the authority’s board will take a decision, following which objections and suggestions will be invited for 15 days.
If no objections are received, the process will move forward for approval by the authority’s vice-chairperson. A notice for payment of the applicable conversion charges will then be issued within the prescribed 15-day period.
Amendment Approved by State Cabinet
The amendment was approved by the Uttar Pradesh Cabinet as part of measures linked to Ease of Doing Business.
The revised rules shift the approval of eligible land-use changes within the specified limit to the concerned development authorities instead of requiring applications to be taken up at the state government level.
