Lucknow: In a major administrative reshuffle, the Uttar Pradesh government has promoted 29 Provincial Civil Services (PCS) officers to the Indian Administrative Service (IAS) following approval by the Departmental Promotion Committee (DPC) and the Union Public Service Commission (UPSC). The promoted officers, belonging primarily to the 2010 and 2011 PCS batches, are expected to receive fresh postings shortly.
The promotions are expected to bring significant changes across district administrations, development authorities, revenue departments, and various government offices. However, one notable omission from the promotion list is Anju Kataria, the suspended PCS officer who was arrested in the UPPSC LT Grade Teacher Recruitment Examination paper leak case.
Promotion Process Completed After UPSC Approval
The promotions were cleared following the Departmental Promotion Committee (DPC) meeting held at the Union Public Service Commission (UPSC) in New Delhi on June 10.
Every year, the Uttar Pradesh government’s Appointments and Personnel Department prepares proposals for the promotion of eligible PCS officers to the IAS and forwards them to the UPSC. The DPC comprises senior officials, including the Chief Secretary and the Additional Chief Secretary (Appointments & Personnel).
After UPSC approval, the formal promotion orders were issued late Tuesday night.
Officers from 2010 and 2011 Batches Get IAS Promotion
Most of the promoted officers belong to the 2010 and 2011 PCS batches, with postings across multiple departments including Revenue, Development Authorities, Municipal Administration, UPPSC, Election Department and GST.
Fresh assignments are expected to be announced shortly.

Fresh IAS Postings Expected Soon
Following their induction into the IAS, the officers are expected to receive fresh postings in the coming weeks.
Promotion to the IAS significantly enhances their career prospects, making them eligible for senior positions such as:
- District Magistrate (DM)
- Special Secretary
- Director in State Government Departments
- Divisional and Secretariat-level leadership roles
Their service will now come under the Department of Personnel and Training (DoPT), Government of India, instead of the Uttar Pradesh PCS cadre.
Anju Kataria Misses Promotion
One of the biggest talking points of this year’s promotion list is the exclusion of Anju Kataria (Anjulata Kataria), a 2002-batch PCS officer.
Kataria was serving as Controller of Examinations, Uttar Pradesh Public Service Commission (UPPSC) when the LT Grade Teacher Recruitment Examination paper leak surfaced in 2018.
She was arrested by the Uttar Pradesh Special Task Force (STF) in May 2019 and subsequently suspended by the state government. After spending several months in jail, she secured bail from the Allahabad High Court in 2020 and was later reinstated.
Despite speculation that her name would be cleared for promotion, she did not feature in the final list.
Several Expected Names Also Missing
Apart from Anju Kataria, several officers whose promotions were widely anticipated were also excluded from the IAS promotion list, including:
- Harish Chandra (1997 batch)
- Prabhunath (1999 batch)
- Amar Pal Singh (2004 batch)
- Alok Verma (2008 batch)
- Dr. Vaibhav Sharma (2008 batch)
- Vishwabhushan Mishra (2012 batch)
Officials indicated that officers facing disciplinary proceedings, pending investigations or judicial matters are generally considered under the sealed cover procedure, with promotions decided only after final disposal of their cases.
Rakesh Kumar Patel Among Key Promotees
Among the promoted officers, Rakesh Kumar Patel, a 2010-batch PCS officer currently serving as Additional Commissioner (Judicial)-IV, Lucknow Division, is considered one of the notable names.
A native of Maharajganj, Patel has previously served as Chief Revenue Officer in Pratapgarh and Additional District Magistrate in Kasganj, earning recognition for his administrative experience.
Promotion Opens Door to Senior Administrative Leadership
Promotion to the IAS marks a major milestone in the careers of PCS officers. Besides enhanced administrative responsibilities, IAS officers become eligible to head districts, departments and key government institutions, significantly expanding their role in governance and public administration.
