Case Linked to Balianta Constable’s Death
The disciplinary proceedings arise from allegations connected to the death of Constable Soumyaranjan of Balianta, a case that triggered widespread public attention and controversy across Odisha.
Following the incident and the subsequent allegations, the state government had placed Gangwar under suspension pending further inquiry.
The latest direction to the DGP indicates that the government is moving ahead with formal disciplinary proceedings alongside the ongoing investigation.
Allegations Made by Constable’s Family
According to official sources, the proposed departmental action is based on allegations made by the deceased constable’s family.
Soumyaranjan’s parents alleged that:
- The constable was assigned personal work by the senior IPS officer.
- He was subjected to prolonged mental harassment.
- Continuous pressure and alleged mistreatment caused severe psychological stress.
- The family has maintained that these circumstances contributed to the constable’s death.
Draft Chargesheet to Determine Next Course
The Home Department has now sought a draft chargesheet from the DGP, a procedural requirement before initiating formal departmental proceedings against the suspended officer.
Once the draft is submitted and examined, the government is expected to proceed with disciplinary action in accordance with the applicable service rules governing IPS officers.
Officials said the process has now formally entered its next phase.

The government’s decision to initiate departmental proceedings signals its intent to pursue administrative action while the matter continues through the prescribed legal and disciplinary processes.
