Lucknow: In a move aimed at ensuring greater transparency and uniformity in administrative transfers, the Uttar Pradesh Cabinet led by Yogi Adityanath has approved the annual transfer policy for 2026–27, setting May 31, 2026 as the deadline for completing all transfers.
The policy, cleared in the Cabinet meeting held on Monday, largely retains the framework of the previous year, with a sharper timeline and continued emphasis on fairness and administrative efficiency.
Deadline Advanced, Framework Largely Unchanged
Under the new policy:
- All transfers must be completed by May 31, 2026
- Last year, the transfer window ran from May 15 to June 15
The move is expected to streamline administrative functioning by ensuring timely postings before the start of the new working cycle.
Mandatory Transfers for Group A & B Officers
The policy mandates compulsory transfers for officers based on tenure:
- Group A & B officers:
- Must be transferred after 3 years in a district
- Or 7 years in a division
Additionally:
- Such officers will not be posted in their home districts
- Group A officers posted at the divisional level will not be assigned to their home divisions
Caps on Transfers Across Categories
To maintain administrative stability, the policy imposes limits:
- Maximum 20% transfers allowed for Group A & B categories
- Group C & D employees:
- Transfer cap at 10%, extendable to 20% under special circumstances
Transfers in Group C and D categories will require approval from:
- Departmental heads
- Concerned ministers
The cut-off date for calculating tenure is March 31, 2026.
Special Provisions for Group C Employees
If Group C employees are not transferred out of a district, they may be required to change their desks or responsibilities to ensure administrative rotation and efficiency.
Priority for Couples and Persons with Disabilities
The policy gives special consideration to humanitarian factors:
Husband-wife employees:
- Will be posted in the same district, as far as possible
Persons with disabilities:
- Employees with over 40% disability, or those with dependent disabled family members, will be exempt from transfer
- If they opt for transfer, they will be accommodated in preferred districts
Parents of children with severe disabilities:
- Will be posted in locations with adequate medical and care facilities
Focus on Aspirational Districts and Blocks
The policy emphasizes full staffing in key development areas:
100% deployment mandated in:
- Aspirational districts such as Chitrakoot, Chandauli, Sonbhadra, Fatehpur, Balrampur, Siddharth Nagar, Shravasti, and Bahraich
- 100 aspirational development blocks across 34 districts
Officials posted in these areas:
- Will be transferred after two years, based on their preferences
Post-Deadline Transfers Need CM Approval
After May 31, any transfer involving Group A and B officers will require:
- Approval of the Chief Minister
- Routing through the concerned departmental minister

- Improved governance in priority districts
By maintaining continuity while refining timelines and safeguards, the policy aims to strengthen administrative accountability across Uttar Pradesh.
