Examination Conducted in Two Shifts
The UPSC Civil Services Preliminary Examination was conducted in the traditional offline mode using OMR answer sheets.
The examination consisted of:
General Studies Paper-I
- Conducted in the morning session
- Started at 9:30 AM
- Determines qualification for the merit list
CSAT (Paper-II)
- Conducted in the afternoon session
- Qualifying in nature
- Candidates required to secure the minimum qualifying marks
The preliminary stage serves only as a screening test for the Mains examination.
Prelims Marks Not Counted in Final Merit
UPSC has reiterated that the Civil Services Preliminary Examination is only a qualifying stage.
The marks obtained in the Prelims are not included in the final merit ranking. Final selection is based on:
- Civil Services Main Examination scores
- Personality Test/Interview marks
The Preliminary Examination merely determines eligibility for appearing in the Main Examination.
Historic Change: UPSC Released Answer Key Within Days
One of the most notable developments in the 2026 examination cycle was the Commission’s decision to release the provisional answer key just four days after the examination.
The answer key was published on May 28, 2026, marking a significant departure from UPSC’s long-standing practice of releasing answer keys only after the completion of the entire examination process and declaration of the final results.
The provisional key also revealed that one question out of 100 in General Studies Paper-I had been dropped.
The move was widely welcomed by candidates and coaching experts as a step towards greater transparency.
Next Step: Civil Services Main Examination 2026
Candidates who have qualified in the Preliminary Examination will now prepare for the Civil Services Main Examination, widely regarded as one of the most demanding written examinations in the country.
The Mains examination consists of:
- Essay Paper
- General Studies Papers
- Optional Subject Papers
- Language Papers
Performance in the Mains, followed by the Personality Test, will determine final selection into services including IAS, IPS, IFS and other Central Civil Services.
UPSC Continues to Attract Massive Participation
The Civil Services Examination remains one of India’s most sought-after career pathways, attracting lakhs of aspirants every year.
With over 8.19 lakh registrations and only 13,343 candidates qualifying for the next stage, the examination once again highlighted the intense competition involved in securing a place in the country’s premier administrative services.
The declaration of the Preliminary Examination results now marks the beginning of the next crucial phase in the journey of thousands of aspirants aiming to serve the nation through the civil services.
