Dehradun: The Uttarakhand government is actively working on a new Electric Vehicle (EV) policy aimed at promoting electric mobility across the state. The upcoming Uttarakhand Electric Vehicle Policy 2026 is expected to offer substantial subsidies, tax exemptions, and special incentives for women buyers, with a possible approval in the next state cabinet meeting.
The policy is designed to reduce dependence on fossil fuels, improve air quality, and accelerate the adoption of EVs in both urban and hilly regions.
Major Subsidies, Tax Exemptions and Buyer Benefits
Under the proposed framework, the government is planning significant financial incentives, including:
- Heavy subsidies on purchase of electric vehicles
- 100% exemption on road tax (expected)
- 100% exemption on vehicle registration fees (expected)
- Additional benefits for women buyers
- “First come, first served” subsidy allocation system
These measures aim to make EVs more affordable and encourage faster adoption among citizens.
Focus on Charging Infrastructure Expansion
A key pillar of the policy is the expansion of charging infrastructure across the state. The government plans to build a reliable and widespread EV charging network, including:
- Charging stations every 50 km on national and state highways
- Up to 80% capital investment support in plain areas
- Up to 90% capital investment support in hilly regions
- Incentives of up to ₹10 lakh per charging plug (14 kW+)
- Incentives of up to ₹25 lakh per plug (120 kW+ fast chargers)
This is expected to significantly reduce range anxiety and support long-distance EV travel.
Boost to EV Manufacturing, Jobs and Innovation
The policy also focuses on strengthening the EV ecosystem by promoting:
- EV manufacturing units
- Battery production and recycling industries
- Charging infrastructure businesses
- R&D, design and innovation in automotive technology
- Skill development in EV maintenance and services
The government expects investments worth ₹5,000–7,000 crore in the sector, which could generate 6,000–12,000 jobs across the state.
Environmental Goals and Long-Term Vision 2030
The EV policy aligns with India’s long-term climate goals and aims to:
- Reduce dependence on fossil fuels
- Improve air quality and environmental health
- Support India’s net-zero target by 2070
- Promote eco-friendly tourism in pilgrimage and national park regions
The state also envisions becoming India’s leading hill state in EV adoption and manufacturing by 2030.
2030 Targets for Uttarakhand EV Ecosystem
The government has set ambitious goals under its 2030 vision, including:
- 1 in every 5 new vehicles to be electric by 2030
- Strong EV manufacturing and allied industries hub
- EV and supporting sector investment target of ₹5,000–7,000 crore
- Development of sustainable charging infrastructure network
The policy is also expected to encourage EV adoption in public transport and logistics.
Policy Evaluation and Implementation Timeline
The proposed EV policy is expected to remain in effect until March 31, 2029. A formal review will be conducted two years after implementation to assess:
- Economic impact
- Incentive effectiveness
- Industry growth
- Required policy improvements
Officials from the transport and industry departments have jointly prepared the draft policy, which is currently under financial review before final cabinet approval.
