West Bengal Reshuffle: 11 IAS Officers Transferred, Key Changes in Personnel, Finance, Agriculture

The West Bengal govt has reshuffled 11 IAS officers across key administrative departments, including Personnel and Administrative Reforms, Finance, Agriculture, Fire and Emergency Services, Transport and MSME & Textiles.

Kolkata: The West Bengal government has carried out a major administrative reshuffle, issuing transfer and posting orders for 11 IAS officers across several key departments.

The orders, issued on Tuesday, September 8, 2026, involve officers from the 1993, 1997, 2008, 2012, 2013, 2014, 2018 and 2024 batches of the West Bengal cadre.

The reshuffle brings changes at the levels of Additional Chief Secretary, Principal Secretary, Senior Special Secretary, Special Secretary, Commissioner, Joint Secretary and OSD, affecting important departments including Personnel and Administrative Reforms, Finance, Agriculture, Fire and Emergency Services, Transport, MSME & Textiles, Social Welfare and Food and Supplies.

The latest postings also involve changes in additional charges held by several officers.

Anoop Kumar Agrawal Relieved of P&AR Charge

Anoop Kumar Agrawal (IAS:1993:WB), who was serving as Additional Chief Secretary, Personnel and Administrative Reforms Department, with additional charge of Additional Chief Secretary, Micro, Small and Medium Enterprises and Textiles Department, has been transferred.

Agrawal will now serve as Additional Chief Secretary, Micro, Small and Medium Enterprises and Textiles Department.

With the change, the Personnel and Administrative Reforms Department will see a new officer taking charge at the Principal Secretary level.

Surendra Gupta Gets Personnel and Administrative Reforms

Surendra Gupta (IAS:1997:WB), who was serving as Principal Secretary, Land and Land Reforms and Refugee Relief and Rehabilitation Department and LRC, has been transferred and posted as Principal Secretary, Personnel and Administrative Reforms Department.

Gupta will, however, continue to hold additional responsibility as Principal Secretary, Land and Land Reforms and Refugee Relief and Rehabilitation Department and LRC.

His new assignment puts him in charge of the state’s important Personnel and Administrative Reforms portfolio while retaining his existing departmental responsibility.

Onkar Singh Meena Moved to Fire and Emergency Services

Onkar Singh Meena (IAS:1997:WB), who was serving as Principal Secretary, Agriculture Department, has been transferred and posted as Principal Secretary, Fire and Emergency Services.

The move comes as part of the broader reshuffle involving senior-level administrative positions across the state government.

Devi Prasad Karanam to Head Agriculture Department

Devi Prasad Karanam (IAS:2008:WB), who was serving as Secretary in the Finance Department, has been transferred and posted as Secretary, Agriculture Department.

Karanam’s move follows the transfer of Onkar Singh Meena from the Agriculture Department to Fire and Emergency Services.

The change brings a new Secretary-level officer into the Agriculture Department as part of the latest administrative adjustments.

Pawan Kadyan Gets Senior Special Secretary Role in Finance

Pawan Kadyan (IAS:2012:WB), who was serving as Inspector General of Registration and Commissioner of Stamp Revenue, with additional charge of Director of Treasuries and Accounts and Director of Pension, Provident Fund and Group Insurance, has also been transferred.

Kadyan has been posted as Senior Special Secretary in Finance (Budget).

He will continue to hold additional charge of Inspector General of Registration and Commissioner of Stamp Revenue, Director of Treasuries and Accounts, and Director of Pension, Provident Fund and Group Insurance.

Thus, while his principal assignment shifts to Finance (Budget), he will retain responsibility for several important financial and revenue-related offices.

Dipankar Mandal Moved From Transport to ARD

Dipankar Mandal (IAS:2013:WB), who was serving as Director, Transport under the Transport Department in the rank of Senior Special Secretary, has been transferred.

He has now been posted as Senior Special Secretary, ARD Department.

The move shifts Mandal from the Transport portfolio to the Animal Resources Development (ARD) Department.

Shiraz Daneshyar Posted in Agriculture Department

Shiraz Daneshyar (IAS:2014:WB), who was serving as Special Secretary, Transport Department, has been transferred and posted as Special Secretary, Agriculture Department.

His transfer forms part of the chain of changes in both the Transport and Agriculture departments under the latest reshuffle.

Hrishikes Mudi Appointed Member Secretary, West Bengal Commission for Women

Hrishikes Mudi (IAS:2014:WB), who was serving as Special Commissioner in the rank of Special Secretary, Agriculture Department, has been transferred.

Mudi had been under an order of transfer as Special Commissioner, Office of Bardhaman Division. He has now been transferred and posted as Member Secretary, West Bengal Commission for Women.

The new assignment moves him from the Agriculture-related administrative setup to a key position associated with the state’s women-focused statutory body.

Arindam Dutta Gets Social Welfare Department

Arindam Dutta (IAS:2014:WB), who was serving as Special Commissioner in the rank of Special Secretary, Food and Supplies Department, has been transferred and posted as Commissioner, Social Welfare Department.

His new assignment places him at the head of the Social Welfare Department’s commissionerate as part of the latest state-level administrative changes.

Saddam Navas Moved From South 24 Parganas

Saddam Navas (IAS:2018:WB), who was serving as Additional District Magistrate (ADM), South 24 Parganas, has been transferred from the district administration.

He has been posted as Joint Secretary, Micro, Small and Medium Enterprises & Textiles Department, with additional charge of Managing Director, West Bengal Small Industries Development Corporation Limited (WBSIDCL).

The appointment gives the 2018-batch officer responsibility in the state’s MSME and textiles sector as well as the management of WBSIDCL.

Tanui Pathak Gets Dual OSD Responsibility

The youngest officer in the latest reshuffle, Tanui Pathak (IAS:2024:WB), has been posted as Officer on Special Duty (OSD), Personnel and Administrative Reforms Department.

Pathak will also hold additional charge as OSD, Micro, Small and Medium Enterprises & Textiles Department.

The appointment gives the 2024-batch officer responsibilities across both the Personnel and Administrative Reforms and MSME & Textiles departments.

Major Administrative Changes Across Key Departments

The latest West Bengal reshuffle affects a wide range of departments and administrative functions.

At the senior-most level, Anoop Kumar Agrawal moves fully into the MSME & Textiles portfolio, while Surendra Gupta takes charge of Personnel and Administrative Reforms with additional responsibility for his existing land and refugee rehabilitation portfolio.

The Agriculture Department also sees significant changes, with Onkar Singh Meena moving to Fire and Emergency Services, Devi Prasad Karanam taking over as Secretary, and Shiraz Daneshyar being posted as Special Secretary.

The Finance setup has also been adjusted through the appointment of Pawan Kadyan as Senior Special Secretary (Budget), while he retains several existing additional charges.

At other levels, the reshuffle moves officers across Transport, ARD, Social Welfare, the West Bengal Commission for Women and the MSME & Textiles sector.

The changes collectively represent a broad administrative reallocation involving 11 IAS officers across eight batches, with several officers retaining additional responsibilities alongside their new primary assignments.
