Hyderabad: The Telangana High Court has issued a contempt notice to Dr. Yogita Rana, a 2003-batch IAS officer of the Telangana cadre and Education Department Secretary over alleged non-compliance with its earlier directions concerning complaints against the Hyderabad Public School Society.
A division bench headed by Chief Justice Aparesh Kumar Singh directed that the notice be served on Rana and made it returnable within four weeks. The court was hearing a contempt petition filed by Durgam Ravinder, who had earlier approached the court over alleged irregularities in the functioning and management of the Hyderabad Public School Society.
Earlier Court Direction
The matter stems from an order passed by the High Court in October 2025. The court had directed the Principal Secretary of the Education Department to examine Ravinder’s representation and take an appropriate decision within three months.

According to the contempt petition, the petitioner alleged that the authorities had neither acted on the directions nor taken the required steps within the stipulated period. Ravinder subsequently approached the High Court seeking action for alleged non-compliance.
Allegations Against Hyderabad Public School Society
The original representation raised several allegations concerning the affairs of the Hyderabad Public School Society, which operates schools at Begumpet and Ramanthapur.
The issues raised included:
- Alleged irregularities in the use and management of Society funds.
- Concerns over implementation of reservation in admissions and recruitment.
- Allegations concerning contracts and construction works.
- Issues relating to school land and government property.
- A claim concerning around 100 acres of government land at the Begumpet premises that, according to the petitioner, was not reflected in the Society’s records.
Court Seeks Explanation From Education Secretary
During the contempt proceedings, counsel for Ravinder submitted that the earlier directions had not been complied with within the prescribed period.
Taking note of the submissions, the bench issued the contempt notice to Rana and directed her to respond within four weeks. The notice concerns the alleged failure to comply with the earlier court directions; it does not by itself establish the allegations made against the Hyderabad Public School Society.
The matter will now proceed after the Education Secretary submits her response to the court.
