Bharat SkillNxt 2025 Sees Historic MoU as India and France Deepen Cooperation in Workforce Education

Vocational Ties Strengthen Across Borders as Both Nations Unite for Youth Empowerment & Future Workforce Readiness

New Delhi: In a strategic move to bolster workforce readiness and deepen educational ties, India and France have signed a landmark Memorandum of Understanding (MoU) focused on skill development and vocational education. The agreement, inked during the Bharat SkillNxt 2025 event at Bharat Mandapam in New Delhi, signals a new era of global collaboration in youth skilling and industry-aligned training.

The MoU was formalised in the presence of Jayant Chaudhary, Hon’ble Minister of State (Independent Charge) for the Ministries of Skill Development and Entrepreneurship and Education. French Ambassador to India, H.E. Thierry Mathou, also attended the event, underscoring the shared commitment to nurturing a globally competent and inclusive workforce.

Tapping Into High-Potential Sectors

This Indo-French partnership focuses on high-growth industries such as fashion, hospitality, tourism, arts and crafts, energy, aeronautics, and media. It outlines a comprehensive framework for mutual exchange of knowledge, curriculum development, and advanced training modules—including programmes on teacher training and French-language instruction.

A central highlight of the agreement is the planned establishment of Franco-Indian Vocational Campuses, designed to bridge Indian training institutions with France’s established vocational education system. These campuses aim to foster industry-driven collaborations between both countries, integrating Indian and French corporate partners into the ecosystem.

Institutional Bridges for Shared Growth

Speaking at the event, Minister Jayant Chaudhary said, “This MoU with France marks a significant step towards building a truly global, future-ready workforce. By formalising our partnership, we are creating an institutional bridge for meaningful collaboration in vocational education. Our shared ambition is not just to exchange information and expertise, but to co-create opportunities that place skill, dignity, and innovation at the heart of national progress. Together, we are investing in the talent that will define tomorrow’s India and the world.”

French Ambassador H.E. Thierry Mathou echoed the sentiment, saying, “Rooted in mutual respect and shared aspirations, this partnership in vocational education reflects the best of Indo-French collaboration. This MoU is more than a formal agreement—it is a commitment to empower youth, foster innovation, and promote social mobility. We aim to build pathways for a future-ready workforce, where skills become instruments of dignity, opportunity, and inclusive growth.”

Governance and Inclusivity at the Core

The MoU proposes a Working Group co-chaired by the Ministry of Skill Development and Entrepreneurship (MSDE) and the French Embassy in New Delhi. This group will be tasked with overseeing implementation, prioritising key sectors, selecting institutional partners, and facilitating the exchange of best practices.

The collaboration also places strong emphasis on internships, apprenticeships, and inclusivity—with a special focus on ensuring greater participation of women in all joint initiatives.

A Milestone in Indo-French Cooperation

The agreement unites key ministries from both nations. On the French side:

  • Ministry of National Education, Higher Education and Research
  • Ministry of Labour, Health, Solidarity and the Family
  • Ministry of Europe and Foreign Affairs

And on the Indian side:

  • Ministry of Skill Development and Entrepreneurship (MSDE)

This marks a continuation of the long-standing Indo-French relationship, which began with the 1966 Agreement on Cultural and Technical Cooperation. The new MoU also builds upon the recent joint declarations by President Emmanuel Macron and Prime Minister Narendra Modi, reaffirming a shared vision for global collaboration in education, technology, and innovation.
