Indian Masterminds Stories

In Bihar, where education has historically faced challenges, a determination to implement a transformational government scheme is reshaping the educational landscape. The National Education Policy 2020 (NEP 2020) laid the foundation for the NIPUN Bharat Mission, ensuring Foundational Literacy & Numeracy (FLN) to all class 3 students in the country till the year 2026-27.

In an exclusive interview with Mr. Richie Pandey, the District Magistrate of Jehanabad, Indian Mastermindsdelved into the Nipun Bihar (skilled Bihar) Mission, a beacon of hope illuminating the path to a brighter future for thousands of children and how the officer has been working towards its progress in his district.

THE GENESIS OF NIPUN BIHAR

National Achievement Survey 2021 indicates that only 62% of students in grade 2 can comprehend a grade-level text and 57% of students can perform basic mathematical operations. That is why NIPUN Bharat Mission was launched in July 2021 to ensure that every child attains grade-level competencies by grade 2. In Jehanabad, this vision took shape as “Mission NIPUN Bihar,” formally initiated on Teachers’ Day, 5th September 2022.

STRATEGIC IMPLEMENTATION

The Mission’s success in Jehanabad is grounded in a meticulously planned strategy. A proactive approach is taken through five key areas of intervention: Teacher Professional Development, Teaching Learning Materials and classroom Transaction, Information, Education, and Communication (IEC) & Community Participation, Review and Monitoring, and Assessment.

“To achieve the district target set for the Nipun Bihar Mission, we formed an implementation strategy at two levels- one is a generic implementation plan as per state guidelines for all 894 schools with FLN grades and the second is the deeper implementation in 100 schools with focused intervention on FLN,” Mr. Pandey told Indian Masterminds.

Under Teacher Professional Development, about 1000 teachers were trained in FLN through SCERT in residential mode. The district also held capacity-building sessions for teachers from the selected 100 NIPUN schools under the deeper implementation strategy, before teachers training started.

“Additionally, we have 7 district-level trainers and 32 block-level mentors trained on FLN by SCERT to support these teachers. The focus on Teaching Learning Materials ensures accessibility and usage of textbooks, workbooks, and innovative tech-based tools, enhancing the learning experience,” shared the officer.

The initiative doesn’t stop within the classroom as regular assessments and review meetings help fine-tune strategies, ensuring the program’s effectiveness.

COMMUNITY AT THE CORE

Recognizing the pivotal role of communities in mitigating the learning crisis, the officer has actively engaged parents and local leaders. The innovative “NIPUN Gram Sabha” initiative, where community leaders act as mediators between schools and families, fosters a conducive learning environment at home and school.

For this, interdepartmental collaboration between Panchayati Raj and the District Education Office of Jehanabad to involve Mukhiyas (village heads) in the NIPUN Bihar Mission has been anchored.

“Through this, we try to ensure that educational programs align with local needs, promoting accountability and sustainability,” shared Mr. Pandey.

A GLIMPSE OF SUCCESS

As of now, over 53,000 students in 894 schools (covering Class 1, Class 2, and Class 3) are reaping the benefits of the NIPUN Bihar Mission in Jehanabad. The establishment of district-level institutions, teacher training, meticulous monitoring, and active community involvement are catalysts driving this transformation.

While challenges persist, the district administration’s commitment, coupled with the support of organizations like Central Square Foundation and Panchayati Raj officials is propelling the FLN program. Under the leadership of Block Development officers, all the Mukhiya of 88 panchayats of Jehanabad have been oriented towards the initiative of NIPUN Gram Sabha.
