The Visionary Policing of IPS Richa Tomar

2016 batch IPS Richa Tomar's rural upbringing serves as a significant advantage, enabling her to deeply connect with villagers and understand their challenges at a personal level.
Indian Masterminds Stories

In the corridors of justice and social change, there are individuals whose dedication and innovative approaches bring hope and transformation to society. IPS Richa Tomar, a 2016 batch officer, is a shining example of the same. Her relentless efforts have not only cracked sensational blind and rape-murder cases but have also pioneered community policing in Jhalawar, leaving a lasting impact on the region she serves.

In an exclusive conversation with Indian Masterminds, we delve into the extraordinary initiatives and the impact of IPS Richa Tomar’s work as the SP of the district.

A RURAL PLUS POINT

Hailing from a rural background herself, her upbringing plays a pivotal role in shaping her unique approach to policing. This background not only enables her to connect deeply with the villagers but also provides her with an intimate understanding of their day-to-day challenges.

Unlike officers without a rural background, Ms. Tomar comprehends the intricacies and hidden layers of rural life, making her a trusted and relatable figure among the villagers.

“The villagers could relate to me and trust me as I also come from the same background as them. I could understand where their issues lay and could help them accordingly, which bridged the gap between the police and the villagers immensely,” Ms. Tomar told Indian Masterminds.

A SENSATIONAL OFFICER

Throughout her career, Ms. Tomar has demonstrated exceptional investigative prowess by cracking several sensational blind and rape-murder cases. Her relentless dedication to justice and her ability to dive deep into local issues have proven instrumental in unravelling complex cases that might have otherwise remained unsolved.

This track record of success has earned her respect and admiration within the law enforcement community and among the public.

INTRODUCTION OF COMMUNITY POLICING

One of Ms. Tomar’s groundbreaking initiatives is the introduction of community policing in Jaipur, particularly in the district of Jhalawar where she currently serves as SP.

Recognizing the need for proactive engagement at the grassroots level, she initiated projects like ‘Operation Nirbheek’ and ‘Operation Sanskaar,’ which have had a profound impact on the local community.

OPERATION NIRBHEEK AND OPERATION SANSKAAR

Under ‘Operation Nirbheek,’ IPS Richa Tomar focuses on sensitizing young girls to speak up against crimes such as stalking, eve-teasing, and other forms of harassment. This initiative has empowered girls to report such incidents without fear of societal judgment, leading to a more secure environment for women in the region.

Simultaneously, ‘Operation Sanskaar’ targets young boys in villages. Richa Tomar engages directly with these boys, educating them about respecting women, understanding consent, and refraining from engaging in criminal activities. This proactive approach not only prevents potential crimes but also fosters a culture of mutual respect and accountability among the youth.

“We take help of dance dramas and nukkad naataks, as well, to help in spreading the information,” she shared.

ADDRESSING SOCIOECONOMIC CHALLENGES

Jhalawar, with its diverse socioeconomic landscape, faces unique challenges such as heavy drug trafficking and cultural practices leading to crimes against women. Ms. Tomar’s strategic interventions have been instrumental in combating these issues head-on.

Her focus on educating and empowering women in villages has resulted in a significant shift, with women now more aware of their rights and taking decisive action against perpetrators of crime.

Moreover, since Jhalawar touches five different state borders, it is an area prone to heavy drug trafficking. Ms. Tomar has prioritized addressing this crime, making significant strides in curbing drug-related activities and ensuring the safety of the local communities.

IMPACT AND FUTURE VISION

The impact of Ms. Tomar’s initiatives is not just anecdotal; it’s tangible and transformative. Reduced crime rates, increased community cooperation, and a more empowered and aware youth population are just some of the outcomes of her visionary leadership.

Her proactive and community-driven approach has not only strengthened the bond between law enforcement and the public but has also instilled a sense of ownership and responsibility within the community to actively contribute to maintaining law and order.

The officer’s journey from her rural roots to spearheading transformative initiatives as the SP of Jhalawar is a testament to the power of leadership, empathy, and innovation in law enforcement. Her ability to connect with communities at a personal level, coupled with her strategic vision and tireless dedication, has set a new standard for policing in India.

As she continues her journey of service and empowerment, one can only anticipate further innovations and positive changes under her leadership, enriching the fabric of society and paving the way for a safer and more just future.
