A RURAL PLUS POINT

Hailing from a rural background herself, her upbringing plays a pivotal role in shaping her unique approach to policing. This background not only enables her to connect deeply with the villagers but also provides her with an intimate understanding of their day-to-day challenges.

Unlike officers without a rural background, Ms. Tomar comprehends the intricacies and hidden layers of rural life, making her a trusted and relatable figure among the villagers.

“The villagers could relate to me and trust me as I also come from the same background as them. I could understand where their issues lay and could help them accordingly, which bridged the gap between the police and the villagers immensely,” Ms. Tomar told Indian Masterminds.

A SENSATIONAL OFFICER

Throughout her career, Ms. Tomar has demonstrated exceptional investigative prowess by cracking several sensational blind and rape-murder cases. Her relentless dedication to justice and her ability to dive deep into local issues have proven instrumental in unravelling complex cases that might have otherwise remained unsolved.

INTRODUCTION OF COMMUNITY POLICING

One of Ms. Tomar’s groundbreaking initiatives is the introduction of community policing in Jaipur, particularly in the district of Jhalawar where she currently serves as SP.

Recognizing the need for proactive engagement at the grassroots level, she initiated projects like ‘Operation Nirbheek’ and ‘Operation Sanskaar,’ which have had a profound impact on the local community.

OPERATION NIRBHEEK AND OPERATION SANSKAAR

Under ‘Operation Nirbheek,’ IPS Richa Tomar focuses on sensitizing young girls to speak up against crimes such as stalking, eve-teasing, and other forms of harassment. This initiative has empowered girls to report such incidents without fear of societal judgment, leading to a more secure environment for women in the region.

Simultaneously, ‘Operation Sanskaar’ targets young boys in villages. Richa Tomar engages directly with these boys, educating them about respecting women, understanding consent, and refraining from engaging in criminal activities. This proactive approach not only prevents potential crimes but also fosters a culture of mutual respect and accountability among the youth.

“We take help of dance dramas and nukkad naataks, as well, to help in spreading the information,” she shared.

ADDRESSING SOCIOECONOMIC CHALLENGES

Jhalawar, with its diverse socioeconomic landscape, faces unique challenges such as heavy drug trafficking and cultural practices leading to crimes against women. Ms. Tomar’s strategic interventions have been instrumental in combating these issues head-on.

Her focus on educating and empowering women in villages has resulted in a significant shift, with women now more aware of their rights and taking decisive action against perpetrators of crime.

Moreover, since Jhalawar touches five different state borders, it is an area prone to heavy drug trafficking. Ms. Tomar has prioritized addressing this crime, making significant strides in curbing drug-related activities and ensuring the safety of the local communities.
