The General Administration Department of Jammu & Kashmir has received communication from the Union Ministry of Home Affairs and the Department of Personnel and Training seeking the consent of the 14 officers cleared for IAS induction.
The consent is required because officers are permitted to decline induction into the IAS.
Once their consent letters are received, the GAD will forward them to the MHA and DoPT. The two ministries will then issue the formal notification of induction and determine the officers’ respective years of allotment.

14 JKAS Officers Cleared
The 14 JKAS officers cleared for induction, subject to their consent, are:

- Shabnam Kamili
- Rachna Sharma
- Leena Padha
- Rajinder Singh Tara
- Tariq Hussain Ganai
- Munir Ul Islam
- Sajjad Hussain Ganai
- Anoo Malhotra
- Nitu Gupta
- Prediman Krishen Bhat
- Bhawani Rakwal
- Smita Sethi
- Anuradha Gupta
The majority of these inductions have been cleared against vacancies from 2019, while the remaining officers have been considered against 2020 vacancies.
Nine Vacancies Carried Forward
The UPSC had considered a total of 23 vacancies for induction of JKAS officers into the IAS.
However, nine vacancies linked to retired JKAS officers will now be carried forward to the next year.
These vacancies will be available for eligible JKAS officers along with any additional vacancies that become available or fall due during that period.
UPSC Cleared Induction in April
The Union Public Service Commission considered the proposal during its two-day meeting in New Delhi on April 23 and 24, 2026.
The meeting was attended by senior officials from the Jammu & Kashmir administration and the Ministry of Home Affairs, with the panel examining the induction proposal against vacancies identified for 2019 and 2020.
The latest communication from the MHA and DoPT now moves the process closer to its final stage.
New IAS Officers to Join AGMUT Cadre
Once inducted, the officers will become part of the AGMUT cadre.
Following Jammu & Kashmir’s inclusion in the AGMUT framework, All India Service officers can be posted across the Union Territories and states covered under the cadre, including Jammu & Kashmir, Ladakh, Delhi, Goa, Arunachal Pradesh and Mizoram, among others.
First Major Induction Since 2022
The latest development is significant because it comes nearly four years after the previous major induction of JKAS officers into the IAS.
On August 4, 2022, 16 JKAS officers were inducted into the IAS.
Before that, a larger batch of 28 officers had initially been cleared on July 8, 2022. However, 11 officers were subsequently dropped from the process—eight had retired, two declined induction and one had died, while the case of another officer was kept under sealed cover.
A Long-Delayed Process Finally Moves Forward
The induction of JKAS officers into the IAS had faced prolonged delays due to seniority disputes and legal challenges.
Between 2010 and 2022, the process remained stalled for nearly 12 years before inductions resumed in 2022.
The latest clearance therefore marks an important step in restoring the regular pathway for JKAS officers to enter the IAS and could pave the way for further inductions as additional vacancies arise.
