A cabinet meeting chaired by Uttarakhand Chief Minister Mr. Pushkar Singh Dhami was held on Wednesday, July 23, 2025, at the Dehradun Secretariat, during which three key proposals were approved along with deliberations on various departmental matters and personnel transfers.

82 Posts Approved for 2027 Ardh Kumbh Mela in Haridwar

In a significant move ahead of the Ardh Kumbh Mela in 2027, the cabinet sanctioned 82 new posts to ensure timely and improved fair arrangements. These include 9 permanent posts, 44 temporary positions, and 29 outsourced roles. This decision is expected to bolster the administrative capacity needed for one of the state’s most prominent religious and cultural events.

Amendments in Principal Recruitment Rules

The cabinet approved amendments to the Uttarakhand State Educational (Teaching Cadre) Gazetted Service Rules, 2022. Key changes were made to:

  • Rule 5: Source of recruitment
  • Rule 6: Age criteria
  • Rule 8: Mandatory educational and training qualifications

These reforms aim to streamline the appointment process of school principals under the Education Department and enhance the quality of leadership in educational institutions across the state.

Reforms in e-Stamping System for Transparency and Ease

A major decision was also taken to strengthen transparency and ease of doing business by amending the Uttarakhand Stamp (Payment of Fee through E-Stamp Certificates) (Amendment) Rules, 2023. These changes are expected to simplify government transactions and reduce corruption through digital and paperless e-stamping.

The state government has now incorporated certain non-registrable provisions as per Schedule 1-B of the Indian Stamp Act, 1899, to allow stamp purchases at bank premises. Specifically, Article 26 (Custom Bond) has been included to enable electronic payment of stamp duty for customs-related transactions, benefiting taxpayers who execute bonds in the state.

These reforms will also bolster the Ease of Doing Business (EODB) initiative, ensuring greater public convenience and improved transparency in financial documentation.

The Dhami government continues to emphasize digital innovation, administrative efficiency, and policy transparency as part of its broader agenda for good governance in Uttarakhand.
